Background

UN Women’s Regional Office for the Arab States (ROAS) has recently adopted its new Strategic Note (2022-25). Our vision is to achieve gender equality and the empowerment of all women and girls and the full enjoyment of their human rights in the Arab States, propelling peace, economic prosperity and sustainable development for all. Our goal is to accelerate achievements for the largest possible numbers of women and girls in the region, including the most vulnerable, in the next 4 years. To accomplish this, we work with our partners and offices across 17 countries to implement targeted programmes that support women’s economic empowerment, women’s leadership and participation, women, peace and security and humanitarian (WPS-HA) issues, as well as ending violence against women.

In the Arab States, UN Women has been working to End Violence Against Women (EVAW) leading and supporting the rollout of several programmes on ending violence against women in the region. Under the new strategic plan, the focus is on domestic violence and violence in the public space in line with UN Women’s triple mandate at the normative, Coordination and operational levels to ensure women and girls in the region live a life free from violence. As a regional office, ROAS ensures projects and programmes in the region are implemented in line with corporate requirements.

Reporting to the Deputy Regional Director, the Regional Policy specialist will oversee the development and management of EVAW programmes, monitor and report on the programme, provide capacity building to Country Offices (CO), establish and strengthen partnerships, and develop relevant knowledge products. The incumbent is also responsible for the smooth functioning and results-oriented management of programmes in ROAS and the facilitation of programme implementation and delivery of programmes and projects managed by the Region.

Duties and Responsibilities

Oversee the development and implementation of EVAW programmes in the region

  • Oversee the development of regional programme documents on EVAW;
  • Provide technical inputs to programme proposals from country offices;
  • Provide advice on contextualizing/ localizing programme documents, country strategies, and knowledge products;
  • Coordinate monitoring and reporting for EVAW in collaboration with programme teams.

Provide capacity building support to ROAS teams and partners

  • Provide substantive technical and policy support to ROAS programme teams in developing and strengthening projects/ programmes to support the implementation of global norms and standards with focus on EVAW;
  • Develop, implement and monitor capacity building initiatives;
  • Provide technical support to partners on implementation of EVAW;
  • Provide technical policy advice to programme/ project managers/ specialists in the COs.

Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners

  • Build and maintain alliances and strategic partnerships for the advancement of [thematic area], including with donors;
  • Produce periodic updates and briefs on regional/country development situation to be used by stakeholders, CO and HQ;
  • Maintain close contact with relevant staff in UN Women HQ.

Manage the resource mobilization strategy for ending violence against women in the region

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on EVAW in the region;
  • Provide technical support to field-based presences in the region in mobilizing resources for the implementation of EVAW;
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation.

Oversee the development of relevant knowledge products and guidance tools-

  • Provide policy recommendations and guidance to strategic planning and positioning on EVAW;
  • Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies related to EVAW and where necessary represent UN Women;
  • Research, develop and present analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on EVAW ;
  • Identify promising practices, technical expertise, and strategic opportunities in EVAW.

Oversee programme management and implementation at ROAS

  • Provide substantive technical support to ROAS programme teams to support the implementation and delivery in line with corporate requirements;
  • Develop, implement and monitor capacity-building initiatives on programme management;
  • Ensure the rollout of corporate policies at the regional level;
  • Provide technical guidance on managing audits on programme and project management.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in gender studies, public health, human rights, international relations, or other social science fields is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • At least 7 years of progressively responsible experience in designing and managing programmes ideally with some experience in developing countries;
  • Experience in programme, policy analysis, and strategic planning;
  • Experience working with the UN is an asset;
  • Experience working in the Arab States is an asset.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of Arabic and French is an asset;
  • Knowledge of the other UN official working language is an asset.
