Org. Setting and Reporting The Office of the United Nations Ombudsman and Mediation Services (UNOMS) acts as an independent confidential and neutral dispute resolution resource to provide a safe setting in which all staff members feel comfortable in being able to bring forward issues or concerns. The Office seeks to: resolve conflicts expeditiously and effectively through ombudsman and mediation services; identify systemic issues, trends and patterns and thus facilitate changes at the systemic level (policies, procedures, practice, structures, culture or attitude), encourage and, where applicable, assist in developing a deeper understanding of conflict prevention, conflict management and conflict resolution, while exploring opportunities for preventive practices; internally, team members work together as a team to support effective performance and apply professional standards to achieve common goals and objectives. The post is located in Jerusalem, Israel for an initial period of six (6) months, which may be extended, subject to the availability of funds, for further terms of up to one (1) year each. The incumbent will report directly to the United Nation Ombudsman pursuant to Section 1.8 of ST/SGB/2016/7.

Responsibilities- The Regional Ombudsman will apply the core principles of independence, confidentiality, informality and impartiality in the conduct of his/her duties and will report to the United Nations Ombudsman. The main functions of the Regional Ombudsman, which he/she will carry out independently from UNRWA senior management, are summarized as follows: (i)Provision of informal conflict resolution services to UNRWA staff members; (ii)Supervision of and support to personnel other than the Regional Ombudsman, if any; (iii)Outreach and conflict competence skill building for UNRWA Headquarters and Field Offices; (iv)Systemic feedback to UNRWA senior management. The Regional Ombudsman will identify, analyze and report to the Commissioner-General of UNRWA on broad systemic issues and make recommendations to improve the policies, procedures, systems and structures of UNRWA. To this end, the Regional Ombudsman will have direct access to and be in regular contact with the Commissioner-General of UNRWA, the Director of Human Resources of UNRWA and other senior staff at UNRWA regarding actions recommended to be taken stemming from the systemic feedback. The Regional Ombudsman will issue regular reports on the activities of the Office of the Regional Ombudsman to the Commissioner-General of UNRWA and the United Nations Ombudsman.

- The Regional Ombudsman will perform all of his or her duties for all UNRWA staff, irrespective of their duty stations.

- The Regional Ombudsman will provide UNRWA on a bi-annual basis a budget for the costs of the travel, training, and other support provided by the Regional Ombudsman, pursuant to ST/SGB/2016/7.

Education Advanced university degree (Master's degree or equivalent degree) in public administration, dispute resolution, human resources management, human relations, law, management, organizational development, counseling or other related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible professional experience, including at least five years at the international level in dispute resolution, human resources management, law, or related field is required. Experience with informal dispute resolution in the workplace is desirable. Experience working in the support of a field operation ( inclusive of peacekeeping operations, special political missions, agencies, funds and programmes), or other similar international organizations is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
