Org. Setting and Reporting

The Regional Office is primarily responsible for maintaining continuous liaison with States and Territories to which it is accredited, and with appropriate organizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and Programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides technical guidance and assists States with implementation of Standards and Recommended Practices (SARPs) and State Aviation Security Improvement Plans (ASIPs). The Aviation Security Policy (ASP) Section of Aviation Security and Facilitation (ASF), Air Transport Bureau (ATB), is responsible for developing new and amended SARPs relating to the security of the international air transport system; developing and updating Annex 17 – Aviation Security; and managing and overseeing the work programme of the Aviation Security Panel (AVSECP), the Cybersecurity Panel (CYSECP), and their working groups. The Section is also mandated to ensure the continued development of aviation security guidance material, including Doc 8973 – Aviation Security Manual, and cybersecurity guidance material; and provide support to the Assembly, the Council, the Ad hoc Cybersecurity Coordination Committee (AHCCC) and the Aviation Security Committee (ASC). The Incumbent reports to the NACC Regional Director through the Deputy Regional Director, who will coordinate with the Chief, ASP Section, ASF, ATB. The incumbent undertakes the Regional Office work programme in cybersecurity implementation matters and guidance for ICAO SARPs compliance by States. It is expected that the incumbent works independently, consulting and collaborating with other NACC and SAM Regional Officers. For related functions 1 and 2, the incumbent works under the direction of the Chief, Aviation Security Policy Section (ATB/ASF/ASP). It is expected that the incumbent will consult and collaborate with other ASP staff, and in particular with the Aviation Cybersecurity Officer and with other staff of different ICAO Bureaux, as necessary.

Responsibilities

Function 1 (incl. Expected results) Supports the development of ICAO policies and guidance on aviation cybersecurity, achieving results such as: • Contribute to the development of policy documents and guidance material on topics related to aviation cybersecurity; • Collaborate with Secretariat entities across the Organization on various aviation cybersecurity matters; • Conduct necessary research as required to support the preparation of an array of reports, papers and other documents; and • Provide expert advice on aviation cybersecurity. Function 2 (incl. Expected results) Contributes to the ICAO aviation cybersecurity work programme, achieving results such as: • Contribute to documents required for meetings of the Assembly, the Council, the Cybersecurity Panel and its working groups, and other expert groups of the Organization in timely fashion; • Support the continuous promotion of the Aviation Cybersecurity Strategy and the Cybersecurity Action Plan; • Monitor States’ implementation of the Aviation Cybersecurity Strategy; • Support the monitoring and implementation of relevant tasks in the Cybersecurity Action Plan; and • Support the development of outreach strategies, promotional and training material to expand global awareness on aviation cybersecurity. Function 3 (incl. Expected results) Supports ICAO Member States in the NACC and SAM regions in their endeavours to implement ICAO aviation cybersecurity, achieving results such as: • Provide continual follow-up and close coordination with States and Territories in the NACC and SAM regions with regard to actions required to achieve compliance with aviation cybersecurity related SARPs; • Provide assistance to States and Territories under the ICAO NACC Strategic Assistance Programme (SAP) implementation and other related programmes in the SAM region; • Provide continual follow-up and close coordination with States, Territories, and the aviation community in the two regions regarding actions required for achieving effective implementation of aviation cybersecurity; • Develop and provide needs assessments, technical guidance and advice to States and Territories, and follow up related to State letters and other actions concerning aviation cybersecurity; • Develop, support and/or deliver seminars, workshops, and other actions aimed at fostering ICAO cybersecurity implementation, develop capacity or address specific challenges on aviation cybersecurity directly or in partnership with other States and/or aviation related partners; and • Carry out on-going communication and interaction with States, Territories, and the aviation community on ICAO aviation cybersecurity developments. Function 4 (incl. Expected results) Performs other related duties, as assigned.

Work Experience

• A minimum of ten (10) years of experience in the development of policies and guidance related to cybersecurity, preferably in the aviation context, such as in a civil aviation administration or regulatory body, international organization or aviation industry is required. • Experience in communicating technical complex information to a wide range of audiences is required. • Experience with organizing and managing international meetings, including conferences, symposia and workshops is required. • Experience in Project Management with appropriate certification combined with experience and certification in information technology infrastructure library (e.g. PRINCE2 certification and ITIL Foundation certification) is desirable. • Experience with implementing international standards, such as ISO 27000/32000 families standards is desirable. • Experience in aviation safety and aviation security regulatory frameworks, including State Safety Programmes and National Civil Aviation Security Programmes is desirable.

Languages

• Fluent reading, writing and speaking abilities in English is required. • A working knowledge of Spanish is desirable. • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian) is desirable.
