Org. Setting and Reporting As a subsidiary office of the Asia and Pacific (APAC) Regional Office in Bangkok, the APAC Regional Sub-Office (RSO) is primarily responsible for supporting improved Airspace Organization and Management to maximize Air Traffic Management (ATM) performance across the Asia Pacific Region. The mandate of the RSO, which is operated on a project-oriented structure, is to, in close coordination with the APAC Regional Office, help to facilitate the efficient management of airspace and international air traffic flows in the Region through the implementation of Air space Organization and Management (AOM), Collaborative Decision Making (CDM) and Air Traffic Flow Management (ATFM), aimed at meeting the growth in traffic without compromising the safety. This includes assistance to improve ATFM capability in States, Airport Collaborative Decision Making (A-CDM), implementation of Performance-Based Navigation (PBN) in en-route and terminal airspace, approach procedures, enhancement of airspace utilization (civil/military aspect) and improvement of traffic flows (review of ATS route networks) in the Asia Pacific Region. The APAC RSO also coordinates with technical officers of the Air Navigation Bureau (ANB) at ICAO HQ, where necessary.

The RSO promotes the timely and harmonized implementation of the ICAO Standards and Recommended Practices (SARPs) and Regional Air Navigation Plan within the technical projects assigned and in close coordination with the APAC Regional Office. The RSO liaises with States and international organizations, and partners closely with industry, to support the implementation of ATM and air navigation service improvements that are necessary to meet the needs of this rapidly expanding region, and are aligned with the direction provided by the APAC Regional Office and the Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG). The strategic direction of the RSO aligns with relevant ICAO global and regional frameworks, such as the Global Air Navigation Plan (GANP), Regional Air Navigation Plan, Asia Pacific Seamless ANS Plan and the APAC Regional Framework for Collaborative ATFM.

The incumbent reports to the Regional Director (RD) through the Chief of APAC RSO, with whom s/he consults on complex technical issues. Her/his main responsibility includes managing the ATM Unit of the RSO.

Responsibilities Function 1 (incl. Expected results) As a team member of the Regional Sub-Office, collaborate closely with ICAO APAC Regional Office and, where necessary supports Headquarters’ staff, for all air navigation matters, and particularly with respect to implementation of ATFM and A-CDM in accordance with the Regional Air Navigation Plan, Asia/Pacific Seamless ATM Plan, the Aviation System Block Upgrades (ASBUs) framework, Regional Framework for Collaborative ATFM and other related plans and policies, achieving results such as: •Participate in the definition of the Regional Sub-Office work programme in the fields of ATFM and A-CDM aligned with the GANP policies and the ASBUs framework. •Promote and support the implementation of ATFM and A-CDM in the APAC Regions in line with ICAO guidance and relevant ICAO global and regional strategies and APAC RSO Work Programme. •Plan, organize and manage assigned resources to ensure that they are being used efficiently to meeting strategic objectives in a timely and efficient manner in accordance with agreed performance objectives with stakeholders and governing bodies. •Provide support for the efficient functioning of the subsidiary bodies of the Asia Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) where relevant to the implementation activities of the RSO. •Provide technical assistance/guidance as requested by States. •Analyse Airlines’ needs related to ATFM/A-CDM and ensure that they are taken into account in the design of ATFM systems in the region. •Assist Chief, RSO in planning, organizing and managing assigned resources to ensure that they are being used efficiently to meet ICAO Strategic Objectives in a timely and efficient manner in accordance with agreed performance objectives. •Contribute to policy developments for the RSO.

Function 2 (incl. Expected results) Implements the ICAO APAC Regional Sub-Office Work Programme in the technical/operational field as directed, including preparation of analyses on technical/operational aspects of State implementation of ATFM and A-CDM, and preparation of implementation project proposals, achieving results such as: •Analyse States’ needs/problems and initiate/propose solutions. •Support States in the development and implementation of ATM projects in line with APAC RSO Work Programme. •Develop progress reports and make recommendations for RSO ATM projects. •Assist with seminars/workshops and other activities aimed at developing capacity or addressing specific implementation challenges. •Facilitate inter-State coordination for large scale programmes such as ATS route network review, Air Traffic Flow Management, etc. so as to achieve measurable progress. •Provide implementation guidance on ATFM and A-CDM aligned with global activities and provisions.

Function 3 (incl. Expected results) Acts as Secretary to meetings in fields of assigned responsibility and assists, as required, at other meetings, achieving results such as: •Provide support to the Secretary and act as technical adviser at ICAO regional technical meetings, seminars, workshops and technical events on ATFM, A-CDM and related matters and assist as required at other meetings. •Prepare relevant discussion/working/information papers and assist with drafting meeting reports. •Independently conduct and manage large scale international meetings on ICAO related administrative, technical and operational matters to the workings of ICAO, especially in ATFM and A-CDM area. •Prepare relevant discussion/working/information papers and meeting reports.

Function 4 (incl. Expected results) Keeps abreast of current civil aviation developments, including relevant activities of other international organizations and individual States, achieving results such as: •In coordination with the APAC Regional office, assist States in their efforts to implement SARPs and regional plans/agreements. •Follow up on specific ATM recommendations and priority elements that are deficient and/or unimplemented. •Conduct missions to States and assess the status of implementation on ATFM and A-CDM subjects and ATM related SARPs and provide assistance for the implementation of corrective actions. •Develop annual report on the development of ATFM/A-CDM in the Asia and Pacific Region. •Provide advice and assistance to APAC States, and international organizations concerned on improving airspace organization and maximizing air traffic management performance in the APAC Region, especially in the area of ATFM and A-CDM.

Function 5 (incl. Expected results) Assumes specified financial tasks while the Chief is absent, achieving results such as: •The role of “alternate allotment holder” in the absence of the Chief. •Act as certifying officer for financial transactions after verification of the proposed transaction by the Deputy Chief of RSO.

Function 6 (incl. Expected results) Performs other related duties, as assigned.

Competencies Professionalism: Sound knowledge of ICAO publications in the ATM field and ICAO’s work towards planning for implementation of a global air traffic management (ATM) system and its supporting documentation including the Global Air Navigation Plan, the Aviation System Block Upgrade (ASBU) methodology and regional air navigation plan. Sound knowledge of governmental and inter-governmental arrangements in the civil aviation field, and good knowledge of Asia/Pacific civil aviation issues, the working mechanisms of APANPIRG with some experience participating in APANPIRG or sub-group meetings. Knowledge of ICAO’s work and functions aimed at enhancing global civil aviation safety, increasing capacity and improving efficiency of the global civil aviation system. Working knowledge of one or more of the following ATM specialty areas: Air Traffic Flow management (ATFM), Airport Collaborative Decision Making (A-CDM), Demand and Capacity Balancing (DCB) and Flexible Use of Airspace (FUA). Ability to conduct international meetings on ICAO related to ATFM and A-CDM subject. Proven ability to self-start on projects including, the utilization of project planning capabilities, the development of project plans with time lines, flow charts, decision trees, allocation of subordinate duties, communication and training strategies and follow through activities. Initiative and ability to work harmoniously as a member of a multinational and multidiscipline team. Ability to develop and manage interregional projects working with states and major stakeholders. Education Essential •A first level university degree in aviation, or in a related field. A technical qualification in aviation such as Air Traffic Controller (ATC) License may be accepted in lieu of the first-level university degree.

Work Experience Essential: •A minimum of ten (10) years of experience as a qualified air traffic controller in progressively responsible positions in area control, terminal control or aerodrome control and in operational ATC supervision or as technical expert working on ATC supporting tools. •Experience (five years or more) in working at management level in Civil Aviation Authority or Air Navigation Service Providers (ANSPs) for planning and implementation of air traffic management procedure/system. •Experience in the planning, implementation and operation of advanced air traffic management systems and/or procedures, with an emphasis on airspace management and collaborative ATFM. •Experience in air traffic flow management (ATFM) field, especially in the provision and operational shift management of collaborative ATFM services in a high density, multi-airport network environment, preferably including multi-lateral cross-border ATFM. •Experience in providing service to international meetings related to ATM. Desirable •Experience working in Civil Aviation Authority or Air Navigation Service Providers (ANSPs) for planning and implementation of PBN procedures. •Experience working on ATFM/A-CDM-related research, development, trials and demonstrations in progress in the ICAO Asia/Pacific Region. •Experience working in a multi-national and multi-cultural environment.

Languages Essential •Fluent reading, writing and speaking abilities in English.

Desirable •A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian or Spanish).
