Background

The International Rescue Committee (IRC) is one of the world's leading crisis response agencies, providing life-saving assistance and supporting recovery and reconstruction for people affected by war and natural disasters. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home.

The IRC was registered in Uganda in mid-1998 and implements rehabilitation activities in the sectors of Child and Youth Protection and development, Health, Economic recovery and Development and women protection and empowerment as well as contributing to the response to the Southern Sudanese Refugee situation. IRC Uganda has a head office in Kampala, field offices in Kiryandongo, Lamwo, Moroto, Kyaka and West Nile.

PlayMatters (2020-2026) is an education initiative funded by the LEGO Foundation. The program reimagines childhood for 800,000+ refugee and host-community children across Ethiopia, Tanzania, and Uganda – children whose education and social development have been affected by displacement and trauma. Building on children’s amazing resilience and a growing evidence base supporting Learning through Play methodologies, PlayMatters cultivates holistic learning and well-being for children ages 3-12+. PlayMatters is led by the International Rescue Committee and includes Plan International, War Child Holland, Innovations for Poverty Action, the Behavioral Insights Team. PlayMatters defines Learning through Play as an active teaching and learning method that capitalizes on a child’s natural desire to engage in play. Core elements include: 1) the adult facilitator intentionally plans and delivers contextually and age-appropriate guided playful experiences with clear learning objectives; 2) experiences promote interactions with people and/or materials that allow children to question, experiment, practice, and discover; 3) the facilitator deliberately creates and maintains a positive, safe, and inclusive environment for children, allowing children to feel comfortable and joyful.

Position Summary:

The Multimedia Manager reports to the Senior Multi-Media Coordinator of PlayMatters. This position will require close collaboration with the project’s consortium of partners in Uganda, Ethiopia & Tanzania to support key multimedia interventions largely focused on integrating Learning through Play into teacher professional development, as well as building children’s well-being and resilience, in both refugee and host communities.

The Multimedia Manager will be responsible for guiding and effectively developing ed-tech solutions to support PlayMatters Country Implementation plans. The Multimedia Manager will be responsible for producing multi-media adaptations of content and other project resources as determined by the technical regional and country leads. Additionally, the Multimedia Manager will collaborate with project country-based multi-media focal persons, regional outcome leads and or external organizations or educational ministries to design and create multi-media adapted content for PlayMatters interventions. This position may occasionally be responsible for guiding and working with and accompanying consultants, engaging partners/service providers to create content and work to ensure that they closely align to the LEGO Foundation’s integrated approaches to learning through play for holistic development.

Job Responsibilities:

- Support the implementation of the PlayMatters multimedia strategy and country plans for the incorporation of various technological solutions in collaboration with the consortium. - Act as a focal point for country ed tech adaptations with IRC and PlayMatters consortium partners. - Provide guidance and ensure compliance of production quality review standards and processes. - Use data to advise and guide media intervention standards and alignment with project outcomes. - Lead and guide the production of instructional videos for teachers and other users of PlayMatters resources. - Train teams and facilitate the delivery of PlayWell audio based LtP programming in project locations. - Collaborate with locally contracted media actors, and other project stakeholders for the purpose of designing and implementing learning through play multimedia in schools. - Supporting M&E on multi-media learning through data collection, analysis, and learning documentation - Participate in conducting IT solutions assessments, identification of institutional support needs, and for sustainability and scale. - Stay informed of trends of innovative and new media interventions and educational media methodologies for the creation of multimedia content for interventions in the targeted communities.

Qualifications

Requirements:

- Degree from an accredited university in communication, IT, or related field. - Minimum of 3- 5 years of experience in multi- media and communications. - Proven track record of and knowledge of engaging with partners, government priorities, systems, and structure. - Experience in the use of multi-media for behavioral change and communications. - Experience in implementing advocacy and/or communications strategies. - Strong communication skills, both oral and written. - Fluency in English required.
