We are looking for a Regional Head of M&E who is responsible for leading and developing the strategic direction of M&E within the region, supporting evidence, research and learning and positioning the function as a central role in business and programme development.

The role will lead a regional M&E Unit who will provide strategic advice, support and capacity building to country offices in the implementation of the Global M&E framework, policy, guidelines and technical developments in the region.

The role will work collaboratively with the regional senior management team to embed M&E as a key component of programme design and delivery through strategic analysis of evidence and learning

Background

The Asia and Latin America Region for NRC comprises a diverse range of country programmes across a vast geographical area. Of five regions in Field Operations, the Asia and Latin America RO is based in Head Office in Oslo covering: three sub-regions: Latin America, Afghanistan/Iran and South East Asia. The operating environment is varied, encompassing a complex and multi-faceted set of humanitarian and recovery response needs in countries that are either fragile, environmentally vulnerable or both.

The Regional Programme Unit, managed by the Regional Programme Director, is responsible for the strategic development of NRC programming in the region by maximizing the support to and the development of COs as well as by exploring and creating synergies among COs. The Regional Programme Unit is focused on research, policies, guidance & procedures, evidence and learning, capacity building, programme quality and donor relations with regional donors and non-traditional donors. The Unit, supports with development of capacity in core competencies and cross-cutting themes, takes lead regionally on donor relations, monitoring and evaluation, and other specialist areas, working collaboratively and in a matrix structure with the Regional Support Unit, Regional Advocacy, and the global Programme Development and Support Section in HO, and not least with Heads of Programme in Country Offices.

What you will do:

Policy, strategy and programme development

• Lead the strategic direction for M&E in the region,
• Work in partnership with the Head Office M&E unit (and in line with NRC’s M&E framework) and programme departments
• Build relationships and partner with key stakeholders at a strategic level within the region, and with the regional senior management team
• Responsible for the M&E Unit’s budget, ensuring the spending is within the allocated budget.

Team leadership

• Provide leadership to a team of M&E professionals.
• Line management responsibilities, including key processes for workforce planning, recruitment, staff induction and development and overall responsible for Duty of Care.
• Matrix management/technical supervision of M&E Managers within the region.

Technical development, support and capacity building

• Provide technical expertise to the region to innovate on research, evidence and learning data as an integral part of M&E function and its role in programme design and development
• Lead the process of developing and implementing a plan for regional level research and evaluation. Including identifying research opportunities, securing research partners when relevant, in line with and in-coordination with NRC’s global M&E framework and evaluation policy. Provide oversight of evaluation and research quality and ethics

Regional M&E Technical Support and Guidance

• Accountable for the provision of high quality support and capacity building through the unit to strengthen
• Carrying out M&E compliance checks in collaboration with the global M&E team and ensuring that these are used to develop
• CO M&E strategies, priorities and resourcing for M&E.

Identify and ensure the delivery of data quality audits in the region

• Accountable for excellence and ensuring that processes and systems for the use of M&E data through routine learning moments are institutionalised across the Cos in the region, with systems in place for interpreting and using M&E data to support high quality, effective and relevant programming.
• Responsible for planning and coordinating processes relating to M&E within the regional office, including evaluation, research and learning planning processes and GORS reporting as well as standard date use moments
• Ensure the roll out of global developments across the region and at CO level (communication, co-ordination, training, technical support and follow up).
• Ensure technical support to programme staff in order to strengthen M&E processes and quality at the CO level, including M&E SOPs, evaluation planning and management, results measurement and data collection methodology and data use to ensure M&E systems meet or exceed NRC minimum standards.
• Developing/providing technical support for regional level M&E activities including regional level grants/ pilots/ programmes evaluations and research aligned with global, regional and country learning priorities.
• Roll out NRC’s M&E capacity-building strategy across the region to relevant staff and developing and providing tailored training on M&E when required.

What you will bring;

• Seven to ten years of work experience at a senior level in monitoring and evaluation for a humanitarian organisation.
• Strategic and conceptual thinker who has led large processes, experience of fundraising, developing strategies, developing and implementing significant organisational processes
• Advanced degree in economics, research methods, social sciences or a related field
• Significant experience of evaluation or research methods - qualitative and quantitative data analysis and tools
• Experience of working in complex and volatile contexts and ability and willingness to regularly travel to support Country Offices
• Experience of strategic planning, including strategic approaches to the use of data, evidence and learning to programme development
• Experience of managing and leading a team
• Ability to process vast amounts of information, develop robust, practical plans and methodologically roll out systems, processes etc
• Fluency in English, both written and verbal, Spanish desirable
• Experience from working with NRC systems
• Experience with working with data collection, management and analysis
• Experience from working with overall strategy and planning
• Professional credibility to act as the matrix professional lead for M&E personnel across the Region
• Ability to leverage learning on technical issues regionally
• Ability to stimulate open discussions and close cooperation with all relevant NRC units
