JOB PURPOSE

WFP co-leads the food security cluster at global and regional levels alongside the Food and Agriculture Organization of the United Nations (FAO).

The WFP Pacific Multi Country Office is looking for a dynamic professional to support the engagement with national Governments and strategic partners (both regional and national) through coordination of the Pacific Regional Food Security Cluster (PFSC). The Regional Cluster Coordinator will closely work with WFP and FAO food security focal points, as well as managing a national Information Management Officer to lead regional preparedness and response efforts in the Pacific. The regional Pacific Food Security Cluster Coordinator will work impartially with all members of the FSC and represents the group, and not a specific agency. S/he will work closely with the UN Humanitarian/Resident Coordinator and the Office of Coordination of Humanitarian Affairs (OCHA) or their designated official as required.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall management of WFP, the Cluster Coordinator will work closely with the Pacific Food Security Cluster’s focal points in WFP and the Cluster Coordinator’s main duties and responsibilities are as follows:

Regional Food Security Cluster Coordination:

  • Provide overall leadership and coordination support to the Pacific Regional Food Security Cluster – including leading on regional workplans, preparedness and response coordination and support and engagement with national clusters.
  • Establish and maintain appropriate humanitarian coordination mechanisms: ensure inclusion of key partners at regional and national level, organize regular regional cluster meetings and support national (government led) cluster coordination mechanisms where relevant.
  • Manage a small team to ensure timely, inclusive, and regular information sharing and discussion with the cluster partners through various modalities including cluster meetings, email dissemination of cluster products (dashboards, maps, assessments, etc.).
  • Establish and maintain Technical Working Groups to support partners in key thematic areas (eg., agriculture, livestock, cash, targeting, etc.) or key thematic emergencies (e.g., Cyclone response, drought response, etc.).
  • Provide support to needs assessment and analysis, coordinate surveys such as SMART, secondary data review, and dissemination of available information (inventory /repository) to partners.

  • Promote the harmonization of programmatic responses (guidance on modality of delivery, Minimum Expenditure Basket, minimum assistance package).

  • Through engagement with national cluster leaderships (NDMOs/Ministries of Agriculture/others) support country level contingency planning and local coordination of cluster/sector-wide emergency preparedness and response.
  • Identify capacity gaps and needs and coordinate/deliver training and capacity building opportunities to food security cluster partners and national authorities.
  • Represent the rPFSC in various coordination forums including Inter-cluster, technical working groups (e.g., Pacific Regional Cash Working Group) and other relevant clusters, especially Nutrition, WASH, Health, and Protection.
  • Undertake advocacy and resource mobilization on behalf of the rPFSC partners in a neutral and impartial manner. Engage different country based pooled funding schemes processes.
  • Manage rPFSC support to Global Food Security Cluster initiatives, e.g. Cluster Coordination Performance Monitoring, global cluster annual overview.
  • Ensure mainstreaming of cross-cutting and cross-sectoral issues (e.g., gender, age, human rights, disability, environment, protection, nutrition) and appropriate participatory and community-based approaches in cluster/inter-cluster needs assessments, analysis, planning, implementation and monitoring.

DELIVERABLES AT THE END OF THE CONTRACT:

  • rPFSC in place and active in the Pacific region
  • Mission reports from national cluster visits.
  • Sector level preparedness plans in place.
  • Collection of need assessment; surveys
  • Harmonised packages (e.g., MEB, food basket, livelihood response, Anticipatory Action, AAP)
  • Food security sitrep, newsletters/bulletins.
  • Advocacy notes and round table meetings minutes (with key actors such as donors, government)
  • Handover report with shared folder with documents at the end of the assignment.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

EDUCATION

  • Advanced University degree in food security, agriculture, economics, humanitarian affairs, or related field.

  • Minimum 7 years of professional experience in humanitarian response at a mid or senior level

EXPERIENCE

  • Experience in food security cluster coordination.
  • Working knowledge of English and knowledge of another official UN language.
  • Willingness and ability to work in difficult environments, in often stressful time-critical situations.
  • Formal training in cluster coordination or previous Cluster experience is strongly desirable.
  • Experience of working on emergency response in the Pacific.

DESIRABLE

  • Understanding of relevant national and UN institutional frameworks.
  • Knowledge of UN operational programmes and policy commitments, with WFP programmatic and partnership experience.

KNOWLEDGE AND SKILLS

Essential Technical Skills:

  • Strong ability to work and plan at strategic and operational levels.
  • Understanding of the international humanitarian response architecture, including humanitarian principles, coordination mechanisms, humanitarian reform and action, and funding mechanisms (e.g., Humanitarian Programme Cycle - HPC, Central Emergency Response Fund and Flash Appeals, Pooled funds).
  • Ability to express and summarise ideas orally and in writing in a diplomatic and inclusive manner.
  • Ability to organise workshops, meetings and to present outcomes on behalf of a group of stakeholders.
  • Assessment, Survey, and Monitoring and Evaluation.

Other Skills that are considered desirable:

  • Knowledge of and experience in using advanced Excel
  • Control of a working language in region of deployment.

LANGUAGE:

International Professional: Fluency (level C) in English language. Proven ability to write in clear, easy-to-understand English.
