What we are looking for

An experienced Finance Manager or Adviser with flexibility to travel and work in volatile and complex contexts. You will also need to be capable of working collaboratively with others within a matrix structure.

Experience with NRC as an internal and national candidate is mandatory for this position.

What you will do

The purpose of the Regional Finance Technical Advisor position is to provide technical support to country offices and Middle East Regional Office (MERO) in finance-related matters such as, but not limited to:

  • implementation of financial policies and procedures;
  • budgeting, financial reporting and forecasting;
  • capacity building of NRC staff in MERO;
  • acting as the point of contact for all Finance Managers in the region.

In this position you will:

  • Ensure technical development and support to NRC Country Offices(COs) - enforce the standardization of NRC tools and procedures across all assigned COs and support Finance Managers in the use of NRC systems and tools.
  • Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting, including implementation of global initiatives for MERO and assigned COs.
  • Coordinate Country Offices’ budgeting and reporting, produce required analysis and reports assigned by the Head of the Regional Finance Unit.
  • Analyse financial performance of the assigned offices and report on deviations and recommend corrective actions based on financial reporting from Finance Managers in the region.
  • Ensure oversight to budgeting, accounting, year-end procedures, auditing and other financial processes in line Financial Handbook, Annual Budgeting and Planning Instructions.
  • Responsible for the timely preparation and consolidation of regional grants reports to donors in compliance with NRC’s and donors’ rules and regulations as well as monthly forecast of expenses for all regional projects, maintaining the regional cost allocation system accurate and up to date.
  • Responsible for revision of all regional budgets as needed, including the MERO Master Budget, following the decisions taken by the Regional Management Team (RMT) to distribute savings and overspending.
  • Perform quality and compliance control on behalf of the Regional Head of Finance as assigned as well as identify, assess and follow up financial risks in all countries.
  • Advise and train Country Office and MERO staff on the implementation of NRC’s financial systems, routines and procedures at CO level.
  • Perform regular trips to COs and upon request from Head of Regional Support unit to assist in the operations or cover for the Finance Manager for shorter periods.
  • Carry out other duties assigned by the Head of the Regional Finance Unit

What you will bring

  • Minimum 3 years of experience as a Finance Manager, Advisor, Expert or similar positions in a humanitarian/recovery context.
  • Knowledge and experience with NRC policies and procedures.
  • Contextual knowledge or previous experience in the Middle East and North Africa is an asset.
  • Understanding of and commitment to working collaboratively with technical and operational colleagues. within a matrix structure, including capacity strengthening.
  • Bachelors degree in a relevant or related field.
  • Ability to travel and work in complex and volatile contexts.
  • Fluency in English, both written and verbal. Arabic language is an advantage.

What we offer

  • Duty station: Amman, Jordan.
  • Contract: 12 months (Renewable based on performance and availability of funds).
  • Travel: Approximately 20% within areas of operation.
  • Salary/benefits: grade 8 on NRC’s Jordan national salary scale, with accompanying terms and conditions.
