Job Purpose:

The purpose of the Regional Finance Controller position is to provide technical support to country offices in finance related matters such as, but not limited to implementation of financial policies and procedures, budgeting, financial reporting and forecasting, capacity building of NRC staff in ME region and acting as the point of contact for all Finance Managers in the region. The Regional Finance Controller can also on behalf of the Regional Head of Finance perform quality and compliance control.

What you will do;

• Coordinate Country Offices’ budgeting and reporting, produce required analysis and reports assigned by Head of Regional Finance Unit
• Map country offices’ finance structure (strengths and weaknesses) and contribute to the development of change plans that ensures CO finance comply with financial rules and regulations
• Report on deviations and recommend corrective actions based on financial reporting from Finance Managers in the region
• Ensure oversight to budgeting, accounting, year-end procedures, auditing and other financial processes in line Financial Handbook, Annual Budgeting and Planning Instructions, other NRC policies and donor and auditor requirements as well as perform regular control checks
• Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting, including implementation of global initiatives
• Advise and train Country Office management on the implementation of NRC’s financial systems, routines and procedures at CO level
• Ensure that financial management and finance trainings are conducted for finance and non-finance staff throughout the region on: NRC budget design and reporting requirements, donor specific budgeting and reporting requirements and Financial analysis
• Perform regular trips to COs and upon request from Head of Regional Support unit assist in the operation or cover for the Finance Manager for shorter periods
• Ensure that best practices are identified, documented and disseminated both within the region and beyond
• Carry out other duties assigned by the Head of the Regional Finance Unit

Specifically you will be responsible for:

Financial Compliance Monitoring and Control

• Ensure that all countries keep their grant portfolios updated.
• Ensure that the information reported to donors and the information in accounting system match, and that no reporting to donors is done outside the books.
• Ensure that budgeting, accounting, year-end procedures, auditing, and other financial processes and internal controls are in place and adhere to the Financial Handbook, the Annual Budgeting and Planning Instructions, other NRC policies, and donor and auditor requirements.
• Identify, assess and follow up financial risks in all countries.
• Report on deviations and recommend corrective actions based on internal financial reporting (BVA’s) produced by Finance units in all countries.

Technical Development and Support to NRC Country Offices

• Enforce the standardization of NRC tools and procedures across all countries and support Finance Managers country offices in the use of NRC systems and tools.
• Participate in the development of guidelines to establish adequate context specific internal control systems that abide by NRC and donor regulations.
• Participate in the elaboration of guidelines that develop NRC internal financial control systems that can be applied in all countries.

Capacity building and training of NRC staff in the ME region.

• Ensure CO’s finance unit in all countries are adequately staffed, and structural strengths and weaknesses are dully and timely identified.
• Ensure that finance trainings are conducted for finance and non-finance staff in all countries
• Ensure that best practices are identified, documented and disseminated both within the region and beyond

Professional competencies:

• Minimum 3 years of experience as Finance Manager, Advisor, Expert or similar positions in a humanitarian/recovery context
• Ability to travel and work in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Fluency in English, both written and verbal
• Should be able to travel within the Middle East Region

Context related skills, knowledge and experience:

• Knowledge of the context in Middle East region
• Knowledge of Arabic language is an advantage

Additional Information:

Duty Station: Amman, Jordan

Duration of contract: 12 months, full-time, in accordance with local labour laws.

Grade 9 in NRC's grading structure

Travel: Up to 30%

Reporting line: Regional Head of Finance, Middle East
