Overview

Support disaster risk reduction strategies in the Arab States

You have:

  • Advanced university degree (master's degree or equivalent) in urban development, social sciences, disaster risk reduction or disaster risk management or any related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 7 years of experience in research and analysis in disaster risk reduction or management or climate change adaptation or related area is required.
  • Experience in national policy development related to disaster risk reduction, climate change adaptation, and/or sustainable development is required.
  • Experience in coordinating and consulting with governmental entities and/or multiple stakeholders in programme implementation is required.
  • Experience in integrating gender considerations and inclusion into Disaster Risk Reduction frameworks and initiatives is desirable.
  • Experience in working on regional programmes in the Arab States is desirable.
  • Experience in coordinating multi-country programmes is desirable.
  • Fluency in English and Arabic is required.

Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is located in the UNDRR Regional Office for Arab States. The consultant will work directly under the Associate Programme Officer in Cairo. Duties and Responsibilities Under the supervision of Associate Programme Officer, Consultant will be responsible for: 1. Support the development of the National DRR Strategy in line with Sendai Framework and in coherence with climate change adaptation in Iraq, 2. Support the establishment of the National DRR Platform in Iraq, 3. Support the review of the local action plans for the selected cities/union of municipalities, 4. Follow up on the full implementation of the project in the three countries (Jordan, Iraq and Lebanon), 5. In coordination with the associate programme officer, support the coordination with other Participating United Nations Organizations (PUNOs) and stakeholders to ensure cohesive and integrated implementation of the programme and facilitate coordination between regional and country-based advisory committees to support the implementation of the programme and UNDRR activities, 6. Review deliverables and reports received to ensure quality and compliance with programme requirements, 7. Compile and input into the donor reporting based on the donor requirements, 8. Perform any other duties as required. The expected deliverables are: 1- A final version of the National disaster risk reduction Strategy. 2- A final version of the national multistakeholder DRR platform. 3- Final mid and annual donor report 4- Final report on the lessons learnt from the programme implementation.

Languages

• English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English and Arabic is required.
