Region: The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighbouring countries Poland, Moldova and Romania to provide aid to tens of thousands people forced to flee. NRC is responding majority through local partners and to a lesser extent with direct implementation, by applying an integrated approach combining our sectoral areas of expertise such as legal aid (ICLA), protection from violence, education, livelihoods and food security, shelter, water, sanitation and hygiene, with a large part of delivered through cash modality.

The Regional CEA Adviser is an important new position to ensure that best practices for Community Engagement and Accountability approaches will be piloted and established in the region and where available frameworks are embedded.

Roles and Responsibilities:

  1. Coordinate the incorporation of feedback and lessons learned from the COs and Core Competencies and partners in NRC Global CEA workstream (e.g. guidance documents and tools).
  2. Lead and support CEA piloting of good practices for the region, adjust to NRC ways of working and collect lessons learnt.
  3. Provide strategic CEA direction and development and review regional and country level strategic documents for CEA and provide advice for inclusion of CEA.
  4. Support the development of CO CEA RACI matrix and process flow charts.
  5. Champion the integration of CEA in the regional ways of working, with a focus on strategy and PCM processes across relevant departments and with partners.
  6. Support COs with improvements in Complaints and Feedback Mechanisms with technical and analysis support, including support on development and revision of CO SOPs for CFM.
  7. Provide technical support and capacity-building, based on capacity needs assessment and plan, to regional and country office programme and operations staff and partners.
  8. Facilitate communities of practice for exchange of experiences and technical discussions for NRC and partner staff across regions and facilitate learnings from and with other regions.
  9. Mentor CO staff to integrate and execute accountability standards and best practices in programme activities supporting community engagement, communication, complaints and feedback.
  10. Explore innovative ways and leverage NRC’s M&E evidence and Digital Community Hub in support of CEA activities.

Knowledge and experience

  • Minimum bachelor degree in a relevant social science
  • Minimum 5 years of relevant Project Manager/Adviser experience within the area of Community Engagement/participatory methodologies and/or Accountability to Affected Populations (including community participation, Complaints and Feedback Mechanisms.
    • Knowledge of working with NRC’s programmes and systems is an advantage.
  • Working experience in the humanitarian system
    • Experience in working with digital platforms is an advantage.
  • Experienced trainer/facilitator
  • Strong problem-solving attitude.
  • Capable of operating in an evolving environment with a flexible and innovative attitude.
  • Excellent interpersonal and communication skills.
  • Ability to provide leadership that creates engagement, buy-in and focus on finding solutions.
  • Fluency in written and spoken English.
    • Regional languages (e.g. Polish, Ukrainian) are an asset.

What We Offer

  • Duty Station – Warsaw, Poland ( flexibility within the region can be considered)
  • Approximately 35% travel
  • Contract length: upto 31st December, 2023 (fixed term)
