In order to continue this contextualized support to the countries of the region, the Child Protection Section of the West and Central Africa Regional Office (WCARO) is seeking a Regional Child Protection Case Management and Information Management Specialist to support the WCARO Child Protection Team and WCAR country offices with specific expertise in child protection information management tools and platforms, including Primero/CPIMS+ and, based on the latest developments at global level, interoperability with other platforms UNICEF is engaging in such as GBVIMS+/MRMIMS+ and UNHCR’s ProGres V4 module in refugee settings.

How can you make a difference?

The objective of this assignment is to support countries in development of a child protection case management package with particular focus on the development and rollout of the child protection information management system (CPIMS+/Primero), and to support the strengthening of capacity of UNICEF Child Protection country office (CO) sections and partners at the national level and decentralized levels in this regard. To realize this objective, the consultant will work in close collaboration with the relevant staff at the country and regional office and headquarters and interagency level working on child protection case management and supporting the roll-out and utilization of CPIMS+/Primero whilst also providing social service workforce strengthening.

Scope of Work

Working closely with the regional Child Protection section and Planning, Monitoring and Reporting (PMR) section, and under the direct supervision of the WCARO Child Protection Advisor and other relevant staff including the Monitoring Specialist and other Child Protection Specialists working on issues concerning child protection case management, the Information Management Specialist will be responsible for the following:

  • Provision of direct (virtual and in-person), expert support to COs on child protection information management systems

    • Based on existing tools and guidance, tailor and adapt technical guidance to country offices in the region on child protection information management systems (CPIMS+) and the deployment of appropriate digital innovations for incident reporting and case management in development and humanitarian situations (including children on the move) to support children at risk or victims of violence (including gender based violence), exploitation, abuse, child marriage and female genital mutilation (FGM)).
    • Technical support in strengthening CPIMS+ interoperability with other sector MIS and based on existing tools and guidelines based on assessment of readiness, technical support in transition to in-country hosting
    • In close collaboration with country office and HQ, the migration of child protection data to digital information management systems aligned with the principles and guidelines elaborated above.
    • In close collaboration with country office and HQ, develop a plan for and work on the upgrade of the child protection information management systems already rolled out.
    • In close collaboration with regional Child Protection colleagues (including working on emergencies and on violence), provide technical support to the integration of sexual violence data into CP IM systems, including quality assurance and support to the update of the CPIE Database, and, based on developments at global level and in consultation with the concerned colleagues at the regional and HQ level, the development of a regional MRM database and GBVIMS database.
    • Serve as WCAR lead on CPIMS+/Primero and liaise with other global and regional leads on coordinated deployments and other initiatives – included in above.
    • Serve as a member of the CPIMS+ Technical Team which is the operational branch of the global Steering Committee
  • Provision of direct, expert support to COs on child protection case management systems

    • Building on existing tools, guidelines and procedures, support countries in the region to apply and/or adapt tools for incident reporting and case management in development and humanitarian settings to support children at risk or victims of violence (including gender-based violence), exploitation, abuse, and child marriage and FGM, and children on the move. This support takes into account:
    • Quality Assertion Framework on case management (QAF)
    • Development and adaptation of case management tools and procedures
    • Data protection and information sharing protocols, and data protection impact assessments
    • Status of efforts to plan, develop and support the social service workforce, including opportunities to include case management in pre- and in-service training curricula
    • Technical support for monitoring the implementation of CPIMS+/Primero including quality assurance.
    • Other related support to WCARO on Child Protection Case Management. Liaise with other global and regional leads on coordinated initiatives.

To qualify as an advocate for every child you will have…

  • An advanced university degree, preferably in the social sciences, political science, law or other relevant field.
  • * A bachelor’s degree with 2 additional relevant year of experience may be accepted in lieu of an Advanced university degree
  • A minimum of 5 years relevant experience developing and supporting information management systems in humanitarian and non-humanitarian settings
  • A minimum of 4 years supporting the deployment and roll-out of Primero/CPIMS+
  • Proven familiarity with child protection case management development and/ or strengthening processes
  • Strong background in mobile data collection is an asset
  • Ability and willingness to travel to emergency countries in the region
  • Fluency in French and proficiency English

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
