OBJECTIVES OF THE PROGRAMME

In collaboration with Member States, International Organizations, NGOs, and other WHO Programmes, to develop, coordinate and evaluate the Region's need for development of health systems, particularly in the area of TB control programmes to reduce mortality, morbidity, and transmission of disease. Also focus on co-morbities, under-nutrition and the need for social protection in light of WHO health sector strategies and SDGs with a special focus on creating synergy in response to all diseases under SDG 3.3. To advise and support the national authorities on the need for developing next phase of TB in line with target of ending TB by 2030 as well as collaboration with national TB programmes, which are aimed at achieving the optimum level of health in an integrated and equitable manner. The objectives also include a strong focus on prevention and treatment of drug resistant TB and addressing latent TB.

DESCRIPTION OF DUTIES

Under the direct supervision of Director, Department of Communicable Diseases, the incumbent will:

1. Provide technical support and advice to the Communicable Diseases Prevention and Control Programme in the Region in the development and implementation of TB programme management activities, specifically focusing on planning, management, implementation, and monitoring aspects of the programme in an integrated manner so as to achieve elimination of TB;

2. Collaborate and coordinate with UN Organizations, national /international / multinational / bilateral partners, and voluntary agencies, for providing guidance on resource mobilization including technical assistance in preparation of proposals, and partnership programmes;

3. Advise the Regional Director on ways of leadership engagement (including the implementation of the Multi Sectoral Accountability Framework) and lead the planning and implementation of high-level advocacy events; mechanisms for innovative funding; identification of priorities and strategic actions to meet objectives of the TB;

4. Strengthen the national and regional monitoring mechanism to bring in real time reporting and monitoring of the field level data for prompt action and correction as required;

5. Coordinate and facilitate timely and optimal implementation of programme activities and research priorities, in collaboration with WHO country offices, HQ, MOH, WHO Collaborating Centers and community and development partners;

6. Ensure prompt managerial and technical support to the programmes, monitor budgetary obligations and liquidations of regional and country work plans, and mobilize extra-budgetary resources to meet programme needs at regional and country levels;

7. Promote and coordinate the activities of the Strategic Technical and Advisory Group, international, bilateral, and non-governmental agencies and assist national authorities in identifying capacity building needs through national and regional group educational activities;

8. Analyze existing and new developments, global and regional trends, facilitate periodic programme reviews of Member countries and identify technical, managerial, and programme-related assistance in line with WHO collaborative regional programme;

9. Promote and facilitate a programme-oriented research agenda, through formulating appropriate protocols, advising on technical and aspects of research proposals and collection and dissemination of research information for programme development;

10. Advise Director, Department of Communicable Diseases and WHO Country Offices on recruitment of different categories of staff as well as capacity building of Member States in synergizing/integrating the health sector response for TB;

11. Provide a framework and set examples of synergistic approach to disease response integration for elimination within and outside WHO within the overall UHC framework;

12. Involve community organizations and provide services in disease programme implementation within WHO FENSA framework;

13. Manage the workplan and its implementation including reporting in the Regional Office and provide supportive supervision of two technical and two administrative staff members; and

14. Any other duties, as may be assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Post graduate degree in medicine or public health from a recognized university. Desirable: Training in management and/or epidemiology and/or public health administration. Specialised knowledge and skill of strategies required to achieve targets of TB prevention and treatment.

Experience

Essential: Atleast 10 years of professional experience, including considerable experience obtained in an international context, in the development and implementation of health programmes, particularly focusing on TB. Desirable: Five (5) years of experience of working with an international organization, preferably a UN organization. Similar experience of working with donors & international partners and community organizations.

Skills

  • Thorough knowledge of the principles and practices of a wide range of public health issues.
  • Specialized knowledge of the techniques required to achieve the objectives of the programme.
  • Thorough knowledge of policy development related to Communicable Diseases prevention and control.
  • Excellent interpersonal skills with sensitivity to cultural difference and understanding of issues related to TB stigma.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2697 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
