Org. Setting and Reporting This position is in Cluster 3: ‘Shared economic prosperity’ of the Economic and Social Commission for Western Asia. Cluster 3 acts as a pioneer and multi-stakeholder regional platform for deliberation, consensus-building, peer learning, and policy solutions on inclusive fiscal policy, public finance management, illicit financial flows and trade development, to achieve a basic standard of living for all people in the Arab region through sustained and integrated economic development. Cluster 3 also supports member States in complying with the commitments made in the Addis Ababa Action Agenda. The Regional Advisor on Macroeconomic Policy Modelling is expected to effectively improve ESCWA’s capacity to undertake macroeconomic assessments and to design support to member States in the given situation of monitoring impact of COVID-19. The Regional Advisor on Macroeconomic Policy Modelling reports to the Cluster Lead.

Responsibilities Within delegated authority, the Regional Advisor on Macroeconomic Policy Modelling will be responsible for the following duties:

1. Leads and formulates country specific macroeconomic and fiscal policy modelling tools to improve assessment of impact of COVID-19 on economic challenges, reflecting and identifying national priorities for achieving inclusive and sustainable economic growth, debt and fiscal pressures, monetary and exchange rate challenges; 2. Leads regional macroeconomic assessments for key publications and advocacy, including policy briefs and reports related to fiscal policy, debt sustainability, social expenditures and financing; 3. Develops & updates training materials on macroeconometric modelling and policy simulations for use by different stakeholders; 4. Enhances visibility of ESCWA as a knowledge centre of the region on macroeconometric modelling and simulation analysis; 5. Makes substantive contributions to ESCWA’s regional/sub-regional workshops and policy symposiums on national development planning, financing strategies and other related policies within the broader context of the 2030 Agenda for Sustainable Development; 6. Establishes and nurtures close relationships with stakeholders, especially with interested governments, key think tanks and non-governmental organizations on issues related to national development planning and financing policies of countries in the Western Asia; 7. Represents and advocates for effective institutional positioning of ESCWA’s macroeconomic modelling/development planning offer in conferences and meetings;

Technical cooperation 8. Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on economic issues and policies. 9. Provides policy advice through short-term technical support missions to respond to requests from member States on macroeconomic policy challenges related to COVID-19; 10. Contributes to on-going ESCWA’s capacity development activities, especially strengthening capacities of selected countries that indicate interest in developing integrated macroeconomic modelling and policy simulations tool for their planning processes and financing policies; 11. Negotiates with donor and recipient governments on technical assistance programmes and projects. 12. Organizes and coordinates cooperation among Member States on economic programmes or issues. 13. Leads or participates in technical cooperation missions.

Programme support 14. Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavors. 15. Attends to various administrative matters concerning the organizational unit or cluster. 16. Performs other related duties as required.

    Education Advanced university degree (Master’s degree or equivalent) in economics or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD in economics or related field is desirable.

    Work Experience A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. At least four years of experience in macroeconometric modelling for policy advice at national or at multi-country level is required. At least three years of experience in developing and conducting training on macroeconometric modelling for different skills levels at national or at multi-country level is desirable. Experience in macroeconomic assessment for key publications and advocacy, including policy briefs and reports related to fiscal policy, debt sustainability, social expenditures and financing; etc is desirable. Experience in assessing the impact of pandemics and other global phenomena (e.g. COVID-19) on the socio-economic health of countries or regions is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA.

For this position, fluency in English is required. Fluency in Arabic is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
