Org. Setting and Reporting The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is in Cluster 3: 'Shared Economic Prosperity'. Cluster 3 acts as a pioneer and multi-stakeholder regional platform for deliberation, consensus-building, peer learning, and policy solutions on regional connectivity to achieve a basic standard of living for all people in the Arab region through sustained and integrated economic development. Cluster 3 also supports member States in complying with the commitments made in the Addis Ababa Action Agenda.

Under the overall guidance of the Executive Secretary, the incumbent report directly to the Cluster Lead.

Responsibilities The Regional Advisor on Sustainable Transport will perform wide-ranging tasks to promote regional connectivity and integration among ESCWA member states through the coordinated development of sustainable transport. He/She will notably: - Provide technical leadership and managerial support in the field of sustainable transport and its role in achieving regional connectivity. In particular, support ESCWA efforts towards the development of long-term strategic vision on a multimodal transport system as a backbone for regional connectivity and integration that supports shared economic growth and prosperity. - Provide technical support to member States to strengthen their national capacities in developing and implementing long term visions, national policies, strategies, and action plans for the development of sustainable transport networks and facilities taking into consideration the megatrends in the field of transport at the global and regional levels. - Provide support to ESCWA member States to access and implement ESCWA and other transport related UN legal instruments to enhance national, regional and global connectivity in a harmonized and coordinated approach. - Provide support to ESCWA and to national governments to prepare their participation and interventions to the High-Level Meetings of the UN General Assembly on sustainable transport. - Liaise with the Leader of the Shared Economic Prosperity Cluster and other staff in the Cluster and across ESCWA, to work on ESCWA activities related to sustainable transport. - Perform all other related duties as assigned.

Education Advanced university degree (Master's Degree or equivalent degree) in transport engineering, transport planning and management, transport economy or other related area is required. A first-level university degree (Bachelor's degree or equivalent) in transport engineering, transport planning and management, transport economy or other related area in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD in transport engineering, transport planning and management, transport economy or other related area is desirable.

Work Experience A minimum of 10 years of professional experience working on building technical leadership and managerial support in the area of sustainable transport is required, including: - Working on sustainable transport at the level of national government or in transport related national agencies, or - Providing advisory services to national government and ministries in developing sustainable transport policies and programs, or - experience in leveraging the intersections across Member State Ministries of Transport, Planning and other national agencies linked to sustainable transport as well as cities in terms of sustainable transport planning, policies and strategies.

A minimum 2 years of experience in an international organization (e.g. within the UN system or civil society organizations) working on sustainable transport related issues, in particular working with member States Ministries of Transport, Planning, and others linked to sustainable transport is desirable.

Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For the position advertised, fluency in both English and Arabic is required; and knowledge French is an advantage.

Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
