OBJECTIVES OF THE PROGRAMME

To strengthen multisectoral response to prevent avoidable morbidity and mortality from non-communicable diseases. Member States will be supported to operationalize multisectoral response through evidence-based technical support on appropriate governance and accountability structures as well as on developing optimal policy response. The program works with Member States to advocate and to strengthen their capacity to develop policies that may include legislations and regulatory measures, information and education campaigns and health system responses based on primary health care approaches to prevent as well as care for people with existing risk factors and NCDs.

DESCRIPTION OF DUTIES

Under the general guidance from DPM and direct supervision from HPN, the incumbent will perform the following duties:

1. Provide guidance and support to countries on implementation of national commitments in the high-level UN Political Declarations;

2. Develop guidelines, strategies and facilitate implementation and evaluation of non-communicable disease-related multisectoral policies and plans in SEAR countries;

3. Develop and support mechanisms to build regional, national and local capacity in addressing NCDs and major risk factors;

4. Support and strengthen NCD surveillance and information system, including information dissemination with aim to strengthen NCD prevention and control in the Region;

5. Collaborate with international development partners, including in mobilize technical and financial resources;

6. Advocate for inclusion of NCD prevention and control into the national socio-economic development and investment plans and policies; and overall health system development strategy/policy/plan; and forge regional cooperation for catalyzing integration of NCDs into the development agenda including through regional bodies;

7. Facilitate implementation of “One WHO Workplan on NCDs”;

8. Co-ordinate among various technical units and with WCOs to prepare the biennial regional status report on NCDs;

9. Participate in and report, as necessary, on various NCD resolutions and progress reports to SEAR governing bodies;

10. Coordinate with various technical units to monitor and report on regional flagship deliverables and indicators; and

11. Undertake any other duties assigned by supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: Masters degree and a medical degree from recognized university(s); training in public health. Desirable: A postgraduate or doctoral degree in public health, health system.

Experience

Essential: At least 10 years of relevant experience, including considerable experience obtained in an international context, in the field of public health; and considerable period of experience on NCD and major risk factors. Desirable: Vast experience in health policy and planning, health system management, and health policy and system research, preferably related to NCD and risk factors.

Skills

1. Broad knowledge of principles, practices, methods and technologies in public health management, especially in areas of his/her responsibility.

2. Ability to have close collaboration with nationals and staff members.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2762 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
