OBJECTIVES OF THE PROGRAMME

In collaboration with Member Countries in significantly reducing the disease burden related to malaria through interventions adapted to local needs and through inter-country cooperation including cross border collaboration. Specially, in strengthening the capacity of the Member States: To collaborate with Member Countries for prevention and control of malaria whenever it occurs as a health problem. Control malaria epidemics; and prevent re-establishment of malaria endemicity in area already free from malaria. To advocate malaria free concepts aiming at sustainable support for malaria control and elimination through partnerships and community involvement. To collaborate with Member Countries in the mainstreaming of malaria control and elimination into the health system.

DESCRIPTION OF DUTIES

Under the direct supervision of the Director, Communicable Diseases, the incumbent will:

1. Provide technical support and advice to countries in the development and implementation of Malaria Elimination activities in the Region, specifically focusing on planning, management, implementation and monitoring aspects of the programme so as to accelerate malaria elimination in the Region;

2. Advise the Regional Director on ways of leadership engagement, and innovative funding, identification of priorities and strategic actions to meet objectives of the Regional and National Strategic action plans for malaria;

3. Support country offices in improving countries' capacity to: gather strategic information; make use of malaria surveillance programmes and health-related data; use tailored responses at subnational level, implement responses to malaria multidrug resistance, including resistance to artemisinin-based combination therapies insecticide resistance; implementing quality diagnosis and cross border collaboration;

4. Support dissemination, adoption/adaptation and implementation of the global technical strategy, including strategies for malaria reduction and elimination and for prevention of the re-establishment of malaria, at subregional, national and subnational levels, as well as operational research, including into barriers to effective coverage;

5. Promote and facilitate a programme oriented research agenda, through formulating appropriate protocols, advising on technical and aspects of research proposals and collection and dissemination of research information for programme development, in collaboration with WHO country offices, HQ, MOH, WHO Collaborating Centers and community and development partners;

6. Ensure prompt managerial and administrative support to the programmes, monitor budgetary obligations and liquidations of regional and country workplans, and mobilize extra-budgetary resources to meet programme needs at regional and country levels;

7. Promote and coordinate the activities of international, bilateral and non-governmental agencies and assist national authorities in identifying capacity building needs through national and regional group educational activities;

8. Analyze existing and new developments, global and regional trends, facilitate periodic programme reviews of Member Countries and identify technical, managerial and programme-related assistance in line with WHO collaborative regional programmes;

9. Collaborate and coordinate with UN Organizations, national /international / multinational / bilateral partners and voluntary agencies, for providing guidance on resource mobilization including technical assistance in preparation of proposals, and partnership programmes;

10. Advise Director, Departmentof Communicable Diseases and WHO Country Offices on recruitment of different categories of staff as well as capacity building of Member States in synergizing/integrating the health sector response for Malaria; and

11. Any other duties, as may be assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in medicine or health related fields from a recognized university with postgraduate degree in public health or tropical medicine Desirable: Ph.D in health/health related fields will be an advantage.

Experience

Essential: At least ten years' extensive professional experience in the development and implementation of health programmes including malaria control and elimination at national level, including considerable experience obtained in an international context. Desirable: Experience of at least 5 years working in UN organization and/or international partners.

Skills

  • Thorough knowledge of the principle and practices of a wide range of public health issues;
  • Specialized knowledge of the techniques required for achieving the objectives of malaria control programme;
  • Knowledge of global malaria control strategy and the concept of partnerships for malaria control;
  • Management skills and field experience in working through partnerships;
  • Skill in advocacy and in negotiation with donors; and
  • Ability to plan and support programme-oriented operational research on malaria would be an advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2697 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
