How can you make a difference?

In the capacity of Regional Adviser, the Regional Advisor, Immunization (EPI), supports and advises the Regional Director, the Regional Management Team, Survive & Thrive Team and Country Offices and Governments in developing policies, strategies, programmes, and systems for the UNICEF regional immunization programme. Responsible for providing technical leadership, management advice, advocacy and programme support and capacity building to country offices throughout the Region. Facilitates application, adaptation, and achievement of UNICEF global and regional goals, polices, and strategies in the area of Immunization programme in countries of the Region, with emphasis on preventing backsliding and reducing the number of zero-dose children. Provides UNICEF Immunization (EPI) programmes and interventions with innovative leadership including managerial advice, vision, oversight, knowledge management, policy development, strategy articulation, situation appraisal, harmonization of programme strategies, capacity building, monitoring & evaluation support, representation, networking, and strategic partnership creation.

Job grade factors:

  • Nature of work is primarily of an advisory role, providing the Regional Director and the Deputy Regional Director as well as Country Representatives and other managers with authoritative policy advice and cutting-edge technical expertise.
  • The work typically requires developing innovative approaches, new techniques or contributing to policy development/change, and establishing important guidelines. The nature of work focuses on facilitation, guidance, collaboration, and coordination. As a technical specialist and expert, the Regional Adviser provides oversight and/or guides and supports on planning, integrating, and coordinating professional work of intricate, broad, often, of conflicting demands arising from the region. The programme results affect ultimately credibility, reputation and success of programme/sectoral group or the organization.
  • The position has significant freedom to innovate in terms of regional technical sector strategy and policy. The Regional Adviser will work in close coordination and collaboration with the Regional Survive and Thrive team and its Adviser. The Regional Adviser’s expert advice and knowledge sharing/dissemination play a key role in decision-making by the Regional Director and Country Representatives.
  • As primary technical expert in the field, the Regional Adviser’s effectiveness as an advocate and trusted counterpart substantially affects UNICEF’s image as a reliable and creative partner in the Region.
  • Advocates effectively for resources and/or mobilize resources through compelling representation. Serves as a catalyst in the expansion and harmonization of programme initiatives by other international or bi-lateral development partners.
  • The scope of the Regional Adviser’s impact extends beyond programme design and implementation as it affects the regional strategies and policies in a sector.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master’s degree or higher) in one of the disciplines relevant to the following areas: Medicine, Public Health, Pediatric Health, Global/International Health, Health Policy and Management, Family Health, Socio-medical Sciences, Health Education, Epidemiology, or other fields relevant to immunization.
  • Twelve years of progressively responsible professional work experience in all aspects of programme management, and/or advisory capacity, in the technical area or programme sector resulting in recognized expertise in the technical area related to immunization and child survival health care.
  • Fluency in English and Spanish is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian) and/or Portuguese is an asset.
