How can you make a difference?

As Regional Adviser Gender and Adolescents, you would be expected to serves as the most senior UNICEF gender expert in EAPR Region, supporting the development, application, and achievement of goals and strategies on gender programming for countries of the Region in alignment with UNICEF’s Gender Action Plan (GAP), Regional Priorities for Adolescent Programming and Strategic Plan 2022-2025. You will provide leadership and support on gender in three specific areas: a) programme excellence; b) coordination, management and oversight; c) evidence generation and thought leadership; and d) partnerships and resource mobilization. You will work closely with the Regional Director, Deputy Regional Director and other Regional Advisors to provide integrated technical, programmatic, and strategic input on gender as well as coordination and oversight on monitoring and reporting Gender and Adolescents results.

You will support Country Offices and, through them, national governments and other key partners in developing, implementing, monitoring and evaluating high quality and results-oriented gender-related programmes, policies, strategies and systems across sectors. In collaboration with other regional advisors, you will provide assistance to CO senior management, sectoral chiefs, and gender specialists/focal points. This includes guidance on region-specific strategic direction, ensuring technical excellence and overseeing the quality of programmatic work on gender equality. To reinforce a focus on implementation and monitoring of the GAP and regional priorities, you will also engages with other regional advisors to initiate supportive actions that enhance region-wide systems, capacity, and cross-sectoral collaboration on Gender and Adolescents.

As Regional Gender and Adolescents Advisor, you will provide technical assistance and regional oversight on the harmonisation and inclusion of gender-related inputs into programme strategy implementation, communication and knowledge sharing, resource mobilization, representation, networking and strategic partnership creation, under the programmatic guidance of the HQ gender team on issues related to implementing and monitoring UNICEF’s GAP and Adolescents Development Programme.

Most recent evidence at the regional and country levels in EAP highlight that the unfinished agenda - and even regressive or stagnating results related to rights of adolescents were primarily gender-related. As per the new Gender Action Plan (GAP 3), EAPRO will expand and deepen its targeted work to empower adolescent girls and will ensure there is greater coherence and consistency between its Gender and Adolescents’ programming efforts, given that the current adolescents’ results areas all have a strong gender focus, and this is de-facto a critical entry point at regional and country levels to leverage partnerships, resources, and advocacy.

Across the region, UNICEFs investment in gender and in the second decade are inexorably intertwined: with a focus on social norms, girls’ engagement, and masculinities. In bringing the two portfolios together, the Gender programming will be able to utilize the ADAP platforms and vice versa to drive transformative changes and ensure increased efforts to integrate gender across the life course in all of its programming and systems, and thus allow better connect between the first and second decade of programming, as many of the challenges that manifest during adolescent years have their roots in, i.e. early education, parenting and schooling years.

As incumbent of this post, your role will include leadership on Gender and Adolescents and your key end result would include... 1. High quality, results-oriented sectoral and cross-sectoral programming on Gender & Adolescent, in alignment with the GAP and regional priorities, is designed, implemented and supported in Country Programmes. 2. RO, CO’s and UNICEF partners have increased expertise, skills and capacity to develop, implement, monitor, and manage high quality, results-oriented sectoral and cross-sectoral Gender & Adolescent programming. 3. Enhanced indicators, research and evidence on Gender & Adolescent related programmes produced, used, and shared within the region and strong knowledge sharing mechanism established. 4. Increased prevalence of well-coordinated programmatic initiatives with a strong Gender & Adolescent component at RO, CO’s and relevant governments and partners. 5. Emergency preparedness assessed, Gender & Adolescent needs for emergency support identified, and emergency responses with effective coordination provided. 6. Results specified in the GAP & Adolescent achieved by the region. 7. Enhanced human resources and institutional capacity for Gender & Adolescent programming. 8. Effective communication and representation, expanded partnerships, heightened visibility, and increased resources and support for UNICEF’s gender work at the regional and country levels.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Masters or Ph.D.) in the social sciences (i.e. sociology, demography, psychology, political science, or economics), public health, public policy, or international development. A concentration in gender is a strong asset.
  • Minimum twelve years of progressively responsible professional experience and demonstrated track record of having undertaken and led substantive programming and research on gender and development in key issue areas that are the focus of UNICEF’s Gender Action Plan.
  • Preference for candidates with experience in delivering results-based programmes on gender and adolescent development.
  • Experience in programme management and leadership, especially at country/field level.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of other local language(s) spoken in the region an asset.

  1. Technical knowledge

• Strong substantive, technical, programmatic and research skills in gender along with combined expertise in adolescents, including sectoral expertise in at least two of the following sectors: Health, Education, WASH, HIV/AIDS, Protection, Social Policy. .

• Proven ability to connect sectoral issues and programmatic approaches on gender and adolescents.

• Proven rigor in analytical, conceptual and programme design skills relevant to gender and adolescents development with an understanding of theories of change and path from intervention to results

• Demonstrated experience with different methods/ approaches on training to build capacity on the technical aspects of gender programming and analysis for a diverse set of stakeholders

• Wide knowledge and understanding of global gender equality issues, specifically relating to children and women, and the current trends, methods and approaches. Familiarity and work experience in the region of preferred placement also an asset.

• Demonstrated experience in conducting rigorous research and analysis on gender, including quantitative research methodologies, and monitoring and evaluation.

• Demonstrated success in developing proposals and securing resources for programme and research initiatives with a strong gender component.
