The Regional Advisor, Education provides leadership and advocacy to accelerate progress in the region, responding to the learning crisis, ensuring equitable access to education and transforming education systems in the context of SDG4. ROSA especially focuses on supporting countries in scaling up learning and learning recovery, early childhood education and development, digital learning and innovation, and programming for out-of-school children and adolescents through flexible and alternative pathways. Cross-sectoral collaboration is at the core of how ROSA works in combination with contextualized programming and working through and expanding partnerships.

How can you make a difference?

The Regional Adviser reports to the Deputy Regional Director and serves as an authoritative and expert adviser to the Regional Director/Deputy Regional Director, the Regional Management Team, Country Offices and Government institutions/officials on strategies, policies, approaches, best practices and knowledge on education and related issues. He/she leads regional office support to CO’s on programme development planning, implementation, management, resource mobilization, capacity building and knowledge management to achieve concrete and sustainable results on strengthening the national education systems to improve learning outcomes and universal access to quality, equitable and inclusive primary/early childhood education and renewing involvement in secondary education especially, for children who are marginalized, disadvantaged and excluded in society; in line with UNICEF Strategic Plans, performance standards and accountability framework.

  1. Provide advisory services and technical support on strategic planning by advising key national government officials, NGO partners, UN system partners and other country office partners on policies, strategies, approaches and best practices on education, including emergency preparedness, to support programme development planning, management, implementation, and delivery of results, participate in country programme planning, preparation and review to provide advice on the formulation, design, management, enhancement, and communication of UNICEF country office education programmes including setting priorities and results-based management goals, organize regional strategic discussions and planning on education programmes and projects.
  2. Support country offices on programme development and planning by collaborate with Regional Management/Country Office teams throughout all stages of education programming to provide technical support to programme preparation, implementation and monitoring for results, contribute to the planning and updating of the situation analysis to ensure that current and comprehensive data is available to guide UNICEF’s strategic policy advocacy, intervention and development efforts on education programmes and projects, and to set programme priorities, strategies, and implementation plans, and provide technical advice to facilitate the preparation of the Country Office education programme recommendation and related documentation and to ensure alignment of programme goals with UNICEF’s Strategic (Education) plans and regional strategies.
  3. Lead regional programme monitoring and assessment in collaboration with headquarter Advisers and Regional/Country Monitoring and Evaluation Advisers to establish benchmarks, performance indicators and other UNICEF/UN system indicators and measurements to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results on education programmes and projects, participate in major monitoring and evaluation exercises, programme reviews and annual sector reviews with government and other counterparts to assess progress and to provide advice on required action/interventions to achieve results.
  4. Manage advocacy, networking and partnership building by strengthen strategic partnerships through networking and advocacy with regional and national government counterparts, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organizations, research institutes and private sector to reinforce cooperation and/or pursue opportunities, including resource mobilization, to promote goals and achieve sustainable and broad results on education programmes and projects, advise country offices in the region to develop strategies, implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnerships, and support resource mobilization for UNICEF and Country Office education programmes and projects .
  5. Participate and/or represent UNICEF (as delegated/designated) in key events/meetings and in inter-agency (UNCT) discussions and planning on education and related issues to ensure organizational position, interests and priorities are clearly articulated and fully considered and integrated in the UNDAF process in development planning and agenda setting and collaborate with regional inter-agency partners/colleagues UNDAF planning, and preparation of education related programmes and projects.
  6. Promote innovation, knowledge management and capacity building through critical thinking and introduction of technological and programme innovations, approaches and good practices in the region for sustainable education programmes and project initiatives through advocacy and technical advisory services, research, benchmark, introduce and implement best and cutting-edge practices in the region’s education programme management and information systems. Institutionalize and share best practices and knowledge learned, develop policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programmes and projects, and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on education programmes/projects.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in education, economics, psychology, sociology or another relevant technical field.
  • A minimum of ten years of professional experience in social development planning and management in education and related areas at the international level is required.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Familiarity/ background with emergency is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
