The ECA Regional Office plays both a technical advisory and oversight role, guiding country offices in designing, implementing and documenting results for children.

With falling school enrolment rates, deteriorating access to quality education, as well as school systems struggling to overcome the global pandemic and the economic crisis, Education is a top priority for UNICEF in the ECA region, and a critical component for the achievement of the SDGs.

Despite ongoing reforms, the region’s under-resourced education systems are struggling to improve equity, inclusion, quality and governance. Therefore, interventions to support this agenda need to be holistic and inclusive, to integrate the best of face to face and online learning, and to work cross-cutting with areas such as health, nutrition, protection, stimulation and early child development to maximize the outreach of the most vulnerable children. It is for these reasons and the fact that UNICEF focuses on the whole child that UNICEF has become a lead agency globally in promotion of integrated approaches to Education. Our evidence-based advocacy, technical support and networking in the region have helped leverage a huge demand for additional support for equitable and inclusive Education in a region with quite sophisticated understanding of systems, programmes and policies around this area.

How can you make a difference?

The Regional Education Adviser will orchestrate the implementation of UNICEF global strategy on Education and align it with ECARO’s strategy to building resilient education systems that would ensure inclusive and quality learning as per ECAR’s regional flagship result for education.

To do this you will…

  • Strengthen ECAR’s advisory and advocacy strategy to address the systemic challenges of a blended approach to learning with on-offline modalities given the pandemic context.
  • Partner with CO to integrate a systems approach into CO programming and engagement, to build resilient education systems to ensure inclusive and quality learning, while supporting the realization of the broader national pans in education.
  • Engage in strategic partnerships for investment in Education across the region, with special emphasis on EU, World Bank & other IFI’s, UN agencies, NGOs, and other partners, to advance the regional education agenda.
  • Maximize cross-sectoral collaboration and joint results with ECD, child protection, C4D, health and nutrition, and social protection services and policies, in line with ECA regional results agenda and through measurable progress indicators and M&E plans.
  • Strategize a regional capacity building plan for CO staff, key government counterparts and civil society partners to increase value add knowledge management, innovative practices in education that can be taken to scale to ensure national coverage and positive progress towards the achievement of SDG goals and the implementation of the CRC commitments to Education.

To qualify as an advocate for every child you will have…

An advanced university degree in the combination of the selective disciplines relevant to the following areas: Education; Primary Education, Economics, Social Sciences, or a field(s) relevant to international development assistance is required.

  • Minimum ten (10) years progressively responsible professional work experience in all aspects of programme management, and/or advisory support, in Education resulting in recognized expertise is required.
  • Proven experience in leading education for children strategy agendas as a senior member within a cross sectoral team approach is required.
  • Proven experience in improving data collection and response for boys and girls out-of-school and children at risk of dropping out is required.
  • Experience in advocacy for inclusive education for children with disabilities in line with the CRPD is required.
  • Expert knowledge to articulate strategies in addressing high levels of stigma and discrimination, addressing negative attitudes and harmful norms leading to exclusion a strong asset.
  • Experience developing education for children strategy agendas with equity, quality learning and inclusiveness at its core – ensuring its alignment with the United Nations Sustainable Development Goal number 4 Results an asset.
  • Proven experience in identifying and monitoring gender disparities in education, as well as developing and implementing gender mainstreaming in programme policy and management an asset.
  • Middle income country work experience and emergency experience an asset.
  • Fluency in English is required. Knowledge of Russian an asset.
