OBJECTIVES OF THE PROGRAMME

The objective of AMR programme is to strengthen AMR containing capacity of SEAR Member States. Recognizing the importance of AMR, SEAR Regional Director declared it as one of the flagship projects. For the last several years, WHO has been strongly advocating for greater and focused attention and actions against the growing problem of AMR.

DESCRIPTION OF DUTIES

Under the overall guidance of Director, Programme Management and under the direct supervision of the Senior Adviser, the incumbent will:

1. Coordinate the development, implementation, monitoring and evaluation of policies and strategies for the prevention of antimicrobial resistance (AMR) in Member States, and to develop and implement innovative approaches, adapted to regional/country as needed for the prevention, control and management of AMR;

2. Provide expert guidance and the technical support to Member States to establish, strengthen and implement robust AMR programmes and plans in place and help them implement these programmes, ensuring the full integration of such programmes into the overall health systems of countries and to help build resilience in systems to be able to adapt to changing needs;

3. Be the technical expert for the generation and transmission of knowledge on AMR and related matters, develop appropriate tools and technical guidance to enhance capacities and skills of health ministries in carrying out their AMR function;

4. Take the lead in the development and implementation of regional policies and plans to implement global and regional strategies for AMR, documenting gaps for the definition of the research agenda, ensuring coherence of WHO guidelines, approaches, and messages at all levels;

5. Be the technical lead for coordinating partnership in AMR across international organizations, UN institutions, civil society partners, donors and institutions of excellence;

6. As the expert in AMR, collect, collate, analyze and synthesize knowledge to build the evidence for policy and appropriate AMR programme adaptations as required;

7. Produce policy papers, briefs and other publications on the prevention, control and management of AMR; and

8. Any other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential:

- Degree in medicine from a recognised University.

- Post Graduate degree in public health and/or infectious disease epidemiology and/or other degrees in relevant health fields from recognised university.

Desirable: Degree in epidemiology will be an advantage.

Experience

Essential:

- At least 10 years of relevant working experience with progressively increased responsibilities in public health programmes, and/or infectious disease surveillance and control, including considerable experience obtained in an international organization.

- Working experience in low resource countries.

Desirable:

- Extensive experience in management of public health programmes.

- Working experience with the UN system, and past experience of working with networks and/or of multiple partners.

Skills

Thorough knowledge of the principle and practices of a wide range of public health issues; demonstrated knowledge, competency and professional skills on the public health aspects of AMR capacity building; management skills and field experience in working through partnerships; and skill in advocacy and in negotiation with donors; ability to plan and carry out programme-oriented operational research on AMR would be an advantage. Experience in developing technical reports and documents including in the field of AMR. Demonstrable written and verbal communication skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2560 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
