BACKGROUND

The cluster approach aims to ensure clear leadership, predictability, and accountability in international responses to humanitarian emergencies by clarifying the division of labour among organizations and better defining their roles and responsibilities within the different sectors of the response. It seeks to make the international humanitarian community better organised and more accountable and professional, so that it can be a better partner for the affected people, host governments, local authorities, local civil society, and resourcing partners. A well-run coordination group including Information Management (IM) is a formal deliverable of the sub-Cluster/Area of Responsibility Lead Agency and forms a part of the agency’s work.

The Gender-Based Violence (GBV) regional information management specialist works as part of the GBV Area of Responsibility (AoR) Coordination Team based in UNFPA’s regional office. The GBV AoR Strategy 2018 – 2020 highlights that data and analysis is a crucial part of coordination and quality response and requires greater investment. Currently there are significant gaps in capacity for specialized GBV information management, which impacts the narrative of GBV and the integration of GBV into humanitarian system-wide response. There is a need for the GBV AoR to build up capacity in line with IASC guidance and the expectation that lead-agencies provide information management capacity at country level to support coordination, enabling 1) HCT leadership through increased GBV sub-cluster capacity to provide analysis and strategic advice, in line with the Protection Policy 2) a stronger evidence base for the GBV response, 3) and stronger resource mobilization at country level, to address the important gaps that exist in the GBV sector.

JOB PURPOSE

The Regional GBV Information Management Specialist will work with all GBV sub-clusters in his/her region, to develop and support Information Management and needs assessment long-term capacity building. Under the supervision of the Regional Emergency GBV Advisor – Team Lead, he/she will lead on GBViE IM activities and initiatives at the regional level as well as provide technical leadership at field/country level to ensure they comply with global guidance and standards. He/she will closely liaise and cooperate with the GBV Coordination Team at the GBV AoR in Geneva, providing input and regional perspectives in the development of global methodologies, guidance, tools and/or other global IM initiatives but also promoting their implementation at field level. He/she will further guide, coach, advise and build the capacity of – particularly - GBV coordinators and Information Management Officers as well as GBV sub-cluster/working group member organisations to ensure the development and roll out of coordinated GBV IM processes (with focus on qualitative data), systems and tools across the region and countries. He/she will be working closely with the REGA team and will maintain IM networks, including inter-agency, where appropriate. He/she will provide in-country IM support upon request.
