  1. Purpose and Objective :

    UNICEF Djibouti is in the process of identifying a consultant to support interventions in Tadjourah and Obock with a focus on current medium malnutrition (MAM) assessment need, including follow up of supported cases, development trends and preparedness plan. The consultant shall also support the regional office in Tadjoura to develop institutional and community capacities for a severe malnutrition (SAM) early response and follow up on identified cases, in the context of the drought emergency situation, affecting rural communities, Internally Displaced Population (IDP) and other vulnerable communities.

Under the direct supervision of Head of Tadjourah regional office, and with technical guidance from heads of Health and Nutrition sections; the consultant will support managing, implementing, monitoring, evaluating, and reporting the nutrition programme progress in Tadjourah and Obock and in adjacent provinces, if necessary.

  1. Methodology and Technical Approach:

    The consultant will be based in Tadjourah province, town of Tadjourah, with frequent travel to Obock to support the Nutrition programme implementation including monitoring, supportive supervision reporting and providing feedback related to the activities, including direct UNICEF support to the provincial nutrition and health centers. The consultant will be responsible to organise regular bi-weekly updates with the supervisor to provide updates.

The consultant will work under the supervision of the Head of Tadjoura regional office. UNICEF will be responsible for the management of contract, assessment of consultant’s work, and performance evaluation based on deliverables. The consultant is expected to provide proof of insurance coverage prior to commencing the contract.

  1. Activities and Tasks:

Under the general supervision of the Head of Tadjourah regional office, the incumbent on this post will support Nutrition activity implementation, monitoring, reporting and feedback. The incumbent will be responsible to provide status updates in terms of SAM Burden (persons in need) and Target (persons to be reached) with reference to Pregnant and Lactating Women (PLW), Severe Acute Malnutrition (SAM), Moderate Acute Malnutrition (MAM), with a focus on assessing changes and development on the target population, early response on MAM level to prevent development of SAM; proposed activities to be planned, report on challenges encountered, activities and results, in a periodic manner.

3.1 Activities:

Support need assessment on the implementation of Nutrition activities in Tadjourah and Obock regions.

Tasks:

1) Collaborate with the nutrition and health centers supported by UNICEF, and with the Ministry of Health offices in Tadjoura and Obock, to support constant need assessment and mapping of needs.

2) Support UNICEF regional office and collaborate with other UN agencies to ensure timely and accurate activity implementation and reporting, follow up on activities of the implementing partners and the authorities to ensure a nutrition response in the concerned areas of the regions.

3) Provide technical support on forecasting and ensure the timely preposition of required supplies and equipment’s for the population at need.

3.2 Activities :

Provide technical support to reinforce the development of the existing mapping tool for the implementation of a nutritional response plan in in Tadjourah and Obock.

Tasks:

1) Conduct rapid assessment in collaboration with humanitarian partners for gathering updated geographical data on rural households, IDPs and host communities’ needs and UNICEF services’ capacity to inform a realistic response.

2) Support mapping the presence of all actors (including community groups or association) involved managing the malnutrition-response mechanism for under-five children, pregnant and lactating women both regions.

3) Collaborate with Government and implementing partners to map in detail ongoing activities and commitments in response to the need and periodically update & share in review meetings.

4) Coordinate with the Head of Office and with the Nutrition Section in Djibouti, to accelerate support, especially on the identified gaps and re-organize the nutrition-response mechanism among involved actors and concerned parties.

3.3 Activities:

Support UNICEF, the Government and the implementing partners to maintain emergency preparedness, with a coordinated nutrition response plan based on actual needs assessed and mapped, and to deliver emergency responses

Tasks:

1) Support emergency preparedness plan for Nutrition response.

2) In case of emergencies, assist in rapidly monitoring and assessing the nature and extent of the emergency in the assigned area, as required.

3) Monthly review of existing preparedness plan jointly with government every, ensuring up to date activities and pre-positioning of supplies.

4) Support of the nutrition cluster information management functions and facilitate nutrition cluster HRP implementation and monitoring, including identifying potential nutrition supplements based on local products, suppliers’ identification and selection according to UNICEF’s procurement procedures.

3.4 Activities:

Support the regional office to coordinate monthly meetings with all the partners supporting rural households, IDPs and vulnerable communities to ensure a coordinated response

Tasks:

1) Prepare agenda, minutes and content for each meeting.

2) Develop a monthly dashboard for discussion to analyze need, gap, committed support and new activities based on discussion and information shared by government and partners.

3) Collaborate with other multisectoral platforms to update progress about Nutrition activities in Tadjoura and Obock especially at the settlement camps and host communities.

4) provide technical assistance to nutrition-sector partners and local health authorities to adjust services’ delivery plan & modalities to actual needs of mapped beneficiaries.

3.5 Activities:

Required reports are prepared on time and in compliance with the established guidelines and procedures

Tasks:

1) Produce monthly reports and submit to the head of the regional office in Tadjourah and to the Nutrition section in Djibouti city, based on the deliverables planned and agreed.

2) Contributes to the timely preparation of status reports related to responses targeting identified vulnerable children.

3) Contribute to compiling programme data and information in a timely manner for timely activity implementation including financial updates.

4) Participate in the preparation of all programme reports for management, donors, budget reviews, programme analysis, and annual reports.

3.6 Activities:

Support community activities and promotion of IYCF.

Tasks:

1)Participate in the formulation and development of IYCF objectives, strategies and approaches for the UNICEF cooperation plan. Plans, implements and monitors assigned activities.

2)Participate with UNICEF/Government/and other partners in developing strategies, methodologies and identifying new approaches to improve IYCF delivery, with a focus on advocacy, community participation and social mobilization.

3)Provide technical support to governmental and non-governmental organizations at national, regional levels in the planning, development and implementation stages of IYCF programmes/projects.

The consultant will work under the technical supervision of the head of the Tadjourah office and the head of the health and nutrition section (CSD). The monthly reports should describe the results achieved in the tasks in each activity.

  4. Supervision and coordination

The consultant will be under the supervision of the Tadjourah office manager and the Chief of the Child Survival and Development Section.

  1. Academic qualifications:

University Degree in medicine, public health, nutrition, social science, health management and/or a related field.

  1. Work experience:

A minimum of five years of relevant professional experience in public health/nutrition planning, implementation, monitoring and evaluation of programmes related to Health and Nutrition. Professional work experience in a Coordinating/ managerial position at province level, Background/familiarity with Emergency or a technical expert position in child survival & development, health and nutrition care, health emergency/humanitarian preparedness.

  1. Language skills:

    Fluency in French and working knowledge of English is required. Knowledge of local languages is an asset.

L’offre financière devra reprendre les lignes suivantes :

Les propositions soumises seront évaluées sur un score de 100 points avec un maximum de 70 points alloués à la proposition technique et de 30 points alloués à la proposition financière.

Seules les offres financières des candidats dont les offres techniques auront atteint un minimum de 50 points seront retenues pour l’évaluation financière

Le marché sera attribué à l’offre technique qui recevra la meilleure cote et qui sera le moins disant.
