L'objectif général est de rendre disponible au niveau de l’OFFE une proposition de SOP nationales de gestion de cas harmonisée entre tous les partenaires de la protection de l’enfant y compris les mécanismes et outils de référencement et de contre référencement aux secteurs alliés (justice, police, santé, éducation, état civil, etc..) sur la base d’un inventaire et analyse technique des différentes initiatives de gestion de cas en fonctionnement dans le secteur. La consultation rendra aussi disponible un plan de renforcement des capacités des différents partenaires concernés en matière de gestion manuelle et digitalisée des cas.

Objectifs spécifiques

• Effectuer un état des lieux et une analyse technique de l’efficacité des différents mécanismes de gestion de cas en fonctionnement dans le secteur de la protection de l’enfant y compris au niveau des secteurs alliés (justice, police, santé, éducation, état civil, etc..). • Effectuer une analyse participative de la qualité et de la complétude des données issues de ces mécanismes existants de gestion de cas ; • Réaliser une cartographie et une analyse des capacités des acteurs impliqués dans ces différents mécanismes de gestion de cas, notamment des travailleurs/ assistants sociaux y compris au niveau décentralisé en vue de la mise en évidence des insuffisances à adresser avant le passage à la gestion digitalisée des cas ; • Concevoir de manière participative et accompagner la validation des procédures nationales opérationnelles de gestion de cas harmonisées avec des mécanismes renforcés de référencement et de contre-référencement vers les secteurs alliés impliqués dans la protection de l’enfant, en conformité avec les standards internationaux en vigueur dans le domaine ; • Proposer un plan de renforcement des capacités techniques et opérationnelles des structures et acteurs concernés par la gestion des cas en vue de leur mise à niveau dans la perspective du déploiement de la plateforme digitalisée CPIMS+/PRIMERO ; • Formuler des recommandations pertinentes devant faciliter la digitalisation et l’opérationnalisation de ces SOPs nationales de gestion de cas au moyen de CPIMS+/Primero.
