In 2021, UNDP has initiated the project “Beyond the Square Meters: Measuring Humanitarian Mine Action’s Impact on Local Sustainable Development through the SDGs” with financial support of the Government of Germany, and with the Geneva International center for Humanitarian Demining as an implementing partner. The project will be implemented in 6 countries – Bosnia and Herzegovina, Somalia, and Ukraine (year 1) and Afghanistan, Iraq and South Sudan (year 2). It will focus on the following activities:

Key Activities

  • Undertake country-level mine action socio-economic impact assessments in the above mentioned 6 countries.

  • Enhance the use of real-time reporting and development of methodologies, and institutional capacities to plan and map expected and actual humanitarian-development outcomes of mine action using national development plans and/or SDG indicators related to geography, gender, livelihoods, and post clearance land use patterns (e.g.: actual and potential).

  • Develop policy guidelines to inform integration of mine action into government development financing, policy, planning, and prioritization processes.
  • Knowledge products and publications developed to share with mine action community and non-traditional mine action stakeholders to demonstrate and strengthen the nexus between humanitarian action and development.
  • Support National Mine Action Centers to monitor and report on Oslo Action Plan and Lausanne Action Plan by enhancing national ownership and capacities to document, monitor and evaluate mine action programs within the framework of the SDGs, in terms of humanitarian and development outcomes.

Duties and Responsibilities

Under the direct supervision of the Mine Action Advisor, Crisis Bureau/GPN, New York, the Consultant will be responsible for the below tasks:

  • Manage the project Beyond the Square meters (oversee budgeting, planning, training, research, donor reporting, and dissemination of findings etc).
  • Establish and maintain regular contact with the project board (UNDP/CB and GICHD), the six UN Country Offices (Ukraine, Bosnia and Herzegovina, Somalia, Iraq, Afghanistan, and South Sudan) and other key stakeholders (national mine action authorities etc).
  • In close dialog with GICHD, develop survey methodology, analyze the findings, and present the findings and conclusion in reports as outline in the workplan.
  • In partnership with the project board assist in the drafting of publications, articles, case studies, training materials related to the project.
  • Administratively mange the project, such as drafting and reviewing consultancy or partner contracts, oversee expenses of implementing partners, draft memorandums, and agreements, take minutes of meetings, oversee travel arrangements etc.
  • Plan and host workshops, conferences, and seminars, with support from the project board
  • Prepare documentation, background information and logistics arrangements prior to missions. If the situation allows, project visits will be expected.
  • Report quarterly to the project board on progress, future plans and report on deviation from plan and budget.

Institutional Arrangement

The Consultant will formally report to Luca Renda, team leader the UNDP/CB Recovery Solution and Human Mobility team. However, on a day-to-day basis the consultant will report to Oksana Leshchenko, MA – Dev policy specialist at the UNDP/CB RSHM team.

Travel

Travels to two or more of the 6 project countries must be expected.

Required Skills and Experience

Min. Academic Education

Master’s degree in Development, International Law, Political Science, or related topics is desirable. Extensive experience might compensate for the master’s degree (however a bachelor’s degree is required).

Min. years of relevant Work experience

Minimum 5 years of relevant professional experience.

Required and desirable skills and competencies

  • Knowledge of project cycle management, reporting of donor funds, multi-year budgets and finances, administration.
  • Extensive knowledge of Mine Action, and particularly of its development outcomes.
  • Experience of survey processes, including analysing and presenting data/research is an advantage.
  • Experience of working with the UN family, particularly UNDP is an advantage.
  • Experience working in one or more of the 6 project countries is an advantage.
  • Field experience with UNDP or other development organizations in crisis settings is advantageous.

Required Language(s) (at working level)

Fluency in English with excellent drafting skills. Written and spoken knowledge of an additional UN language is desirable.
