The southern part of Haiti remains one the most vulnerable geographic locations in Haiti to natural disaster such as hurricanes, earthquake, and other natural disasters. In this context, children due to their age and social status are at most risk to protection concerns during an emergency. Thus, it is advantageous to have in each strategic department of the Southern region a Child protection officer to support contingency planning, risk mitigations and scale up for emergency response. In addition, the Southern region has several pre-existing child protection needs due to economic disparities in the region as well as being among one of the most resources poor areas in terms of availabilities of social services. The Department of Grand’ Anse is one of the three Departments with the lowest rate birth of registration, many children from the Southern region engaged in child domestic work. The earthquake of 14 August 2021 followed by the hurricane Grace exacerbates the situation mostly in those 3 affected Departments (South, Grand’Anse and Nippes). Child protection in emergency situations requires specific interventions implemented by various actors, both Governmental and with the support of humanitarian actors. As part of its mandate, to ensure the quality of interventions in the humanitarian response in the aforementioned context , particularly in terms of protection in childhood, UNICEF is seeking two Child Protection Officers to support prevention and emergency response (1 in Grand’Anse and 1 in Nippes). Those Child protection officers will support the implementation and monitoring of emergency projects that will be oriented towards activities in psychosocial support, the strengthening of the child protection system( IBESR, Brigade de Protection des Mineurs, Tribunal pour Enfants ) , awareness on the rights and protection of the child and also the strengthening the capacity of vulnerable families at the community level. In accordance of the strategic emergency response plan developed by the Institute for Social Welfare and Research (IBESR), UNICEF technically supports national efforts to prevent and address child protection concerns that primarily affects vulnerable adolescents and children in that emergency context.

How can you make a difference?

The Child Protection Officer reports to the Chief of Child Protection for supervision. The incumbent provides professional technical, operational and administrative assistance throughout the programming process, implementation, monitoring and evaluation of prevention and emergency projects. He/She prepares, executes, manages, and implements a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting to the Chiel of UNICEF Child Protection.

Summary of Key Functions/Accountabilities :

Programme management, monitoring and information management

  • Development and regular management of monitoring and Information management tools for the Child Protection programs
  • Lead monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts to assess programmes/projects, and to report on required action/interventions at the higher level of programme management.
  • Work closely and collaboratively with colleagues and partners to discuss implementation issues, provide solutions, recommendations and/or to alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verifying compliance with approved allocations, organizational rules, regulations, procedures and donor commitments, standards of accountability and integrity. Report on critical issues and findings to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular and mandated sectoral programme/project reports for management, donors and partners to keep them informed of programme progress.

    Technical and operational support to programme implementation

  • Conduct regular programme field visits and exchange information with partners/stakeholders to assess progress and provide technical support. Take appropriate action to resolve issues and/or refer to relevant partners and colleagues for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.

  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in child protection, to support programme implementation.

Support to programme development and planning

  • Contribute to the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning through monitoring, analysis and reporting of child protection in the context of emergency response and other related information for development planning and priority and goal setting.
  • Prepare required emergency programme documentations, materials, and data to facilitate the programme review and implementation process.
  • Contribute significantly to the development of humanitarian and emergency proposals, concept papers, and public relations material. Provide detailed technical input to program designs and assist with preparation of needs assessment reports to inform program response priorities.

Innovation, knowledge management and capacity building

  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting-edge practices for monitoring, information management and knowledge generation
  • Participate as a resource person in capacity building initiatives to enhance the competencies of partners and stakeholders.

To qualify as an advocate for every child you will have…

  • A Bachelor’s degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
  • A minimum of two years of professional experience in social development planning, management and/or monitoring & Evaluation in child protection related areas is required.

    *Candidates without a bachelor’s degree could be considered if they have 5 years of relevant experience

    Experience working in a developing country is considered as an asset. Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset. Experience in both development and humanitarian contexts is an added advantage.

  • Excellent written and spoken French. Good working knowledge of English is required.
