Under the guidance of the Chief, Social Policy (or to the Deputy Representative, while Chief position is vacant), the Lead for Social Protection and Cash Transfers seeks general guidance and direction, and is responsible for leading, managing and supervising all stages of the Haiti CO social protection and cash transfers’ coverage and impact on children. This encompasses both direct programme work designing, implementing and monitoring humanitarian cash transfers, as well as coordinating with government and civil society partners and building linkages within Haiti CO teams working on education, health, child protection, water and sanitation, and HIV teams to deliver financial assistance that contributes to sectoral outcomes.

How can you make a difference?

Summary of key functions/accountabilities:

  1. Effectively and efficiently implement humanitarian cash transfers (HCTs), leading internal capacity scale up and external coordination to bring cash transfer programming to scale to respond to the multiple crisis in Haiti.
  2. Coordinate UNICEF’s cash transfer and social protection work with Government Ministries, IFIs and key partners, assuring Haiti CO contributes to overall national system capacities and objectives, as set in the National Social Protection and Promotion Policy.
  3. Manages the social protection and cash transfers’ team, as part of the Social Policy Unit of the Haiti CO; and coordinates the cash transfer programming internally, assuring multi-sectoral objectives are supported through integrated assistance, with a focus on education.

Specifically:

1. Humanitarian Cash Transfers:

  • Needs assessments
    • Advises and supports the country office on minimum preparedness requirements related to Humanitarian Cash Transfers programming to undertake relevant actions prior to emergencies.
    • Leads humanitarian needs assessment to inform the design of programmes addressing barriers to meet humanitarian needs.
    • Leads Rapid Market Assessments in Emergencies to support the assessment of feasibility of HCT’s interventions.
    • Provides technical inputs on the country office’s strategic positioning on cash in emergencies.
  • Programme design
    • Designs, updates and adjusts cash transfers and other key programmes which includes inter alia: size, segmentation, targeting and implementation modalities, use of management information systems, coordination structure, communication strategy, accountability framework, impact evaluation etc.
    • Identifies or sets up reliable and digitalized payment systems to increase the efficiency, accountability and transparency of HCTs, while reaching more and the most vulnerable children in fragile humanitarian contexts.
    • Helps build infrastructure and capacity that enables linkages of cash transfer programmes with other social protection interventions. Works to ensure sustainability and to avoid fragmentation through – where possible – the subsequent integration of cash transfer programmes into existing systems.
    • Participates in inter-agency and other relevant fora and identifies opportunities for joint programming and implementation, information sharing and coordination, while strengthening UNICEF’s standing as a key HCTs player nationally and subnationally.
  • Oversight of cash implementation
    • Conducts operational analysis of cash transfer programmes, including registration, payment, verification exercises, etc., to identify areas of poor performance, bottlenecks, and identify solutions.
    • Liaises regularly with all key organizational stakeholders – internal and external - through the established coordination mechanisms to ensure follow-up actions at the respective levels are taken.
    • Disseminates UNICEF’s HCTs-related guidance and tools as well as, where appropriate, inter-agency strategies and operational guidelines.
  • Oversight of cash implementation
    • Conducts operational analysis of cash transfer programmes, including registration, payment, verification exercises, etc., to identify areas of poor performance, bottlenecks, and identify solutions.
    • Liaises regularly with all key organizational stakeholders – internal and external - through the established coordination mechanisms to ensure follow-up actions at the respective levels are taken.
    • Disseminates UNICEF’s HCTs-related guidance and tools as well as, where appropriate, inter-agency strategies and operational guidelines.
  • Reporting, knowledge management and capacity building
    • Ensures that all programme documentation is place and that all required reports are prepared and submitted according to the schedule or on demand.
    • Produces knowledge management products for cash transfer programmes documenting good practices and lessons learned and feeding back into the scale up process.
    • Builds capacity on cash transfers within the country office, and externally, with key partners.
    • Produces HCTs-related Standard Operating Procedures (SOPs) and tools for Haiti CO.

2. Strengthening social protection and cash transfers coverage and impact for children:

  • Supports the Haiti CO in its coordination with Government institutions (including Ministry of Social Affairs and other line ministries, such as Ministry of Education, working on cash-based support), IFIs and partners in what pertains cash transfer programming, social protection and broader social assistance national systems and policies (including the National Social Protection and Promotion Policy)
  • Promote the implementation of shock-responsive social protection adapted to local contexts, using primarily education as an entry point
  • Support the operationalization of the National Policy on Social Protection and Promotion at the community and decentralized levels through UNICEF direct implementation as well as building system capacities, generating evidence and enhancing child sensitivity and shock-responsiveness as appropriate.
  • Assist the management information system and institutional capacities for data management of the Ministry of Social Affairs and Labour (i.e., SIMAST), coordinating overall efforts with UNICEF’s data management system.
  • Promotes strengthening of integrated social protection systems, providing technical support to partners to improve the child-sensitive of cash transfers and improve linkages with other social protection interventions as appropriate.
  • Undertakes improved monitoring and research around social protection impact on child outcomes, and use of data and research findings for strengthening programme results, as appropriate.

3. Managerial leadership:

  • Supervise team members working on cash-transfers programming (i.e., P3, Humanitarian Cash Transfers Specialist; and P3, Data Management Specialist) by providing them with clear objectives and goals, direction and guidance to enable them to perform their duties responsibly, effectively and efficiently.
  • Leads the Cash Transfers Task Force within the Haiti CO, assuring multi-sectoral objectives are supported through integrated assistance. In particular, works closely with Education section to support a rapid scale up of UNICEF coverage of cash transfers to support school attendance and diminish drop out in prioritized regions.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
  • A minimum of eight years of professional work experience in the design, implementation and management of cash transfer programmes is required.
  • Proven experience in the design, implementation and monitoring and evaluation of cash transfer programs in humanitarian contexts is required.
  • Demonstrates technical knowledge in social protection, including knowledge of mainstreaming cash in emergencies into the larger social protection system.
  • Experience in both development and humanitarian contexts is an added advantage.
  • Fluency in English and French is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language (creole) is an asset.

Remarks:

Eligible UNICEF International Professional (IP) Staff Members on fixed-term, continuing or permanent contracts applying to a Temporary Appointment, which is dedicated to L3 (or L2) Response, may be able to retain a lien and their fixed-term entitlements. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
