How can you make a difference?

BACKGROUND:

Child severe wasting is the most dangerous form of malnutrition with the highest mortality risk. Indonesia has the fourth-highest burden of child wasting in the world, with more than 2 million children aged under 5 years severely wasted. With the recent COVID-19 pandemic there is a heightened risk of a surge in child wasting in Indonesia, since many families with a loss of household income are less able to afford healthy, nutritious food choices. Importantly, there is mounting evidence that wasted children are more likely to become stunted, which could result in a larger number of stunted children.

Indonesia has endorsed the 2025 World Health Assembly (WHA) nutrition targets and the Sustainable Development Goal (SDG) 2 to end all forms of malnutrition by 2030. Notably, the Government of Indonesia has expressed strong commitment to address child wasting and indicated in the 2020-2024 National Medium-term Development Plan (RPJMN) a commitment to reduce child wasting prevalence from 10 per cent to 7 per cent by 2024.

It is in this context that five UN agencies including FAO, WHO, UNHCR, and UNICEF working on the prevention of child wasting in Indonesia developed the Framework and Roadmap of the Global Action Plan (GAP) on Child Wasting in close consultation with the Government of Indonesia. In the past few months, a series of consultations has taken place with multiple line ministries to jointly develop and review the Operational Roadmap, and a multi-sectoral coordination meeting was organized by Bappenas in June 2021 in which the roadmap was finally endorsed by multisectoral stakeholders. Building on this momentum, UNICEF has received a strong request from government to develop a series of policy briefs to support future advocacy efforts on child wasting, especially in the context of COVID-19 pandemic, and a strategy paper describing the plans to link the GAP operational roadmap on child wasting with the recently released Presidential Decree on child stunting.

Against this backdrop, UNICEF is seeking one international consultant to support the development of policy briefs on and strategy document.

SCOPE OF WORK

The objective of the assignment is to develop three knowledge products on child wasting including:

1. A comprehensive strategy paper describing the future plans to link the Operational Roadmap of GAP on child wasting with the recently released Presidential Decree on child stunting

2. A policy brief on child wasting and integrated management of acute malnutrition service in Indonesia

3. A policy brief featuring the linkage between child stunting and wasting, and how to simultaneously tackle both forms of child malnutrition in Indonesia

The consultant will be requested to:

1. Perform a comprehensive desk review of available information on child wasting and relevant programmes, and analyze existing data and information

2. Develop three knowledge products described above.

To qualify as an advocate for every child you will have…

• Post graduate (Master) degree in nutrition, public health or public health communication
• At least 8 years of relevant professional experience in developing knowledge products or publications in nutrition or health
• Have strong writing skills
• Have experience working with UN agency
• Fluency in English
