Background

UNDP is committed to contributing to overcoming the major health challenges in Indonesia. The expertise built over 15 years is used to support ongoing health system strengthening reforms. The action begins with increasing equity in access to quality basic health services for the poor and most vulnerable. This includes improve access to social services and medicines for excluded groups.

As one of the high burden countries for tuberculosis, Indonesia also has problem with drug-resistant TB (DR TB), which is more complicated to overcome. One of the challenges is related to DR TB diagnosis which cannot be made by AFB microscopic examination, but through drug susceptibility testing (DST) using either genotypic or phenotypic methods. Patients who are proven to be Rifampicin Resistance will be continued with a phenotypic drug susceptibility testing by a certified laboratory.

Up to March 2022, there are 14 certified TB DST which located in 11 provinces. These 14 laboratories are provided services for 34 provinces in Indonesia. The specimen transportation system is used to connect the DST laboratory with the hospital serving the treatment of DR TB patients. According to National TB strategic plan 2020-2024, the target for the development of DST laboratories is from 12 laboratories in 2018 to 24 laboratories by 2024. In this regard, support from the Global Fund is required for TB laboratory renovation to meet BSL 2 plus standard.

Concerned with this issue, UNDP assist the Indonesian government in overcoming it through the Health Governance Initiative (HEART). Some of the things that has been done is to assist the Ministry of Health. With the continuation of Covid-19 pandemic, along with increasing needs to address Covid-19-related and non-related health issues in the country that aligns with the national priority, there is a need develop a more strategic implementation of HEART activities; namely the need to produce high-quality analysis of current health and health system conditions, identification key priorities and gaps in achieving these, find innovative and efficient ways to strengthen collaboration with the government of Indonesia, and align efforts to achieve sustainable development goals that operates between health and social determinants of health.

Competencies

• ?aving well knowledge in biosafety and biosecurity
• Ensuring the coordination with government and other stakeholders are done with accurate, objective, clear, constructive.
• Have a good motivation, able to communicate and give a good presentation, report, and able to work independently and in a team.
• Knowledge of WHO standards and recommendations associated with construction works at the health care facilities requiring implication of infection control measures;

Required Skills and Experience

• Bachelor Degree from Mechanical Engineering or Engineering Management or related technical qualifications
  • Has 15 (fifteen) years of combined working experience in construction, mechanical and electrical, project planning, design and periodical supervision;
  • Experience in biocontainment engineering programming, conceptual design, document review, procurement approach (including preparation of cost budget, project proposal and tender documents), construction inspection, commissioning oversight
  • Experience in design review and laboratory certification process of BSL-2 + and BSL-2 standard for TB Diagnostic. Particularly in analysing and advising on performance-based specifications to meet the requirements and standards, as well as preparing engineering, mechanical, and electrical (M&E) and all relevant tender documentation for contract administration of the project.
  • Experience in the process of calling for tenders to seek contractors, evaluate tenders, and monitor recommended contractors, administered contracts, provided full package of biocontainment engineering services.
  • Has a lot of experience in building and renovating laboratories of more than 25 locations.
