Overview

Lead and coordinate education response for humanitarian crisis in Haiti.

You have:

  • An advanced university degree (Master’s or higher) in education, pedagogy, psychology, sociology, international development, or a relevant technical field is required.
  • A minimum of 8 years of professional experience in programme planning, coordination and management, and/or research in Education is required.
  • A minimum of 2 years of experience in Education Cluster/Sector/Working Group coordination is desirable.
  • Experience working in a senior management role or in cluster coordination within a complex country programme in an emergency response or protracted crisis is strongly desirable.
  • Experience in humanitarian contexts is required with experience in developing contexts an added advantage.
  • Fluency in written and spoken French and English is required.

Contract

This is a P-4 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 7 years of experience, depending on education.

Salary

The salary for this job should be between 139,912 USD and 180,387 USD.

How can you make a difference?

Under the supervision of the Representative, the Education Cluster Coordinator will provide leadership and representation of the Cluster/ Sector/ Working Group. The incumbent will facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Cluster/ Sector/ Working Group that is accountable to those who are affected by the emergency. In their effort to provide an efficient and effective response to the humanitarian crisis, she/he is responsible for building relationships with stakeholders, for securing the overall coordination of sectoral responses and for ensuring inter-sectoral collaboration.

Summary of key functions/accountabilities:

Coordination of humanitarian Education actors in Haiti

  • Strengthen pre-existing sectoral coordination through increased predictability and accountability.
  • Build complementarity of partner actions: avoiding duplication and gaps.
  • Ensure adequate resources are mobilized and are equitably allocated for the effective functioning of the cluster and its response.
  • Maintain flexibility within the cluster to respond to changes in the operating environment, evolving requirements, capacities, and participation.
  • Effectively use and transfer information to, from and between cluster participants and other stakeholders.
  • Ensure effective communication, reporting, engagement and coordination between the national and sub-national levels.
  • Represent the Education sector in coordination meeting at OCHA and stay involved in inter-clusters meetings and plannings.

Development of sectoral plans and monitoring performance of cluster

  • Develop/Update Education needs and gaps analysis for the Humanitarian Needs Overview 2023 involving all relevant partners

  • Develop/Update Education response strategies (including prioritization, targets and budget requirements) for the Humanitarian Response Plans 2023 involving all relevant partners

  • Provide strategic guidance in the planning and implementation of the education cluster response and its technical components in line with the Haiti humanitarian response plan, common standards and guidelines.
  • Ensure effective and comprehensive integration of relevant cross-cutting issues, including age, gender, environment, and HIV/AIDS;
  • Monitor and report on activities and needs and measure peformance against the cluster startegy and agreed results, recommending corrective action where necessary.

Networking and partnership building

  • Participate in inter-agency discussions on education, representing the interets of the Education Cluster in discussions in inter-cluster group, with the Humanitarian Coordinator as well as donors on prioritization, resource mobilization and advocacy.
  • Interact with other clusters humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement, and active contribution of operational partners.

Support to education programme

  • Provide technical support to the education section on emergency programs, including providing inputs to proposals, donor reports, evaluations and studies.
  • Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice and support.

Innovation, knowledge management and capacity building

  • Apply and introduce innovative approaches and good practices to build the capacity of education cluster members and to support delivery of coherent education response.

  • Keep abreast, research, benchmark, and implement best practices in education coordination. Assess, institutionalize, and share best practices and knowledge learned.

  • Organize and implement capacity building initiatives to enhance the competencies of partners to promote results on education programs/projects.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields is required: education, pedagogy, psychology, sociology, international development, management, social sciences or another relevant technical field *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 8 years of professional experience in programme planning, coordination and management, and/or research in Education is required with experience at international level preferred. Relevant experience in programme management in Education within a UN system agency or organization is considered an asset.
  • A minimum of 2 years of experience of Education Cluster/ Sector/ Working Group coordination is desirable.
  • Experience of working in a senior management role or in cluster coordination within a complex country programme in an emergency response or protracted crisis, including experience in first phase emergency response, is strongly desirable.
  • Experience in effective leadership and management of teams to deliver results in high stress/risk environments is desirable.
  • Experience in humanitarian contexts is required with experience in developing contexts an added advantage
  • Fluency in written and spoken French and English required.
