In line with UN/UNFPA policies and guidelines, and in full harmonization with internationally established standards and recommendations for census undertaking, the Chief Technical Advisor will work under the overall guidance of the Director General of Haiti’s Haitian Institute of Statistics and Informatics (IHSI) and the direct supervision of the UNFPA Representative.

The Census CTA will also liaise with other national stakeholders and partners, including donors and the United Nations.

The Chief Technical Advisor will undertake the following specific tasks:

A. Oversee the establishment and manage a Multi-Donor Census Fund:

  • Oversee the establishment of the Multi-Donor Fund; Serve as primary liaison on the Multi-Donor Census Fund, specifically on issues related to progress on overall census activities, resource mobilization and expenditures, risk mitigation activities, and related activities for inclusiveness and participation.
  • Establish and maintain a donor forum for monthly updates, information sharing and planning.
  • Manage donor relations, including responding to queries and requests from contributing donors and interested contributors.
  • Assist advocacy efforts and resource mobilization of the Country Office by preparing relevant documentation, i.e., donor mapping and profiles, project summaries, conference papers, speeches, press releases, communication strategies and participate in donor meetings, development initiatives and public information events.
  • Prepare quarterly technical reports for donors on progress of activities financed by their contributions.
  • Support the preparation of reporting on expenditures.

B. Provide technical assistance and support to the implementation and documentation of activities to strengthen census participation and inclusiveness throughout the census process:

  • Establish partnerships and coordinate government, donors, and other inter-agency support for outreach and communication activities related to the census both in preparation for enumeration and at other stages in the sharing of data and analysis.
  • Develop modalities to advocate and document participatory and inclusive approaches throughout the census process, from preparation to data analysis.
  • Develop proposals and TORs for missions and consultants supporting activities to strengthen census participation and inclusiveness.
  • Produce briefings, reports and analysis on participation and inclusiveness.
  • Coordinate the work of consultants in their documentation and technical support to activities to strengthen census participation and inclusiveness, and related communication and outreach.
  • Advise the Haitian Institute of Statistics and Informatics (IHSI) on the planning, organization, execution and management of the 2021 Population and Housing Census of Haiti.
  • Coordinate the planning, organization, execution and management of the 2021 Population and Housing Census,
  • Review Implementation Plan, Resource Mobilization Strategy, Quality Control Plan and other documents and make the necessary amendments and revisions.
  • Coordinate the planning, organization, execution and management of training activities for national counterparts as needed.
  • Assist IHSI in the development of analytical and tabulation plans and preparation of coding and other manuals of instruction.
  • Collaborate with data processing staff of IHSI to prepare capture and process data plans and in a timely implementation of data processing schedules.
  • Advise the IHSI on equipment needs and assist with the acquisition of required equipment and materials,
  • Participate in and guide the development of the plans for data analysis and tabulation.
  • Assist the IHSI to process and analyze tests, census data and to produce preliminary, final and analytical reports.
  • Supervise and support the implementation of Census Post Enumeration Survey (PES).
  • Advise on the dissemination of census final and analytical reports.
  • Prepare and submit to the Government of Haiti and UNFPA monthly progress reports on the 2021 Census activities and consolidate quarterly progress reports for submission to stakeholders.
  • Provide overall supervision of administrative and finance rules of UNFPA project of support to the census.

Education:

  • Advanced University degree in Demography, Statistics or related field.
  • PhD preferable or equivalent professional experience.

Experience:

  • Minimum 10 years relevant experience in the field of population censuses, preferably in a developing country.
  • Experience in providing on-the-job training to local staff in data analysis, report writing and use of Internet resources.
  • Experience in the dissemination of census data and socio-demographic analyses to broad audiences as well as in motivating the utilization of data and results in development planning and policy issues.
  • Proficiency in current Microsoft Office software applications; census data processing software (CSPro, REDATAM), demographic data analysis (Mortpak, Pas), statistical packages (SPSS or Stata) and projection programs (Spectrum, RUP).

Language:

  • Fluency in written and spoken French is mandatory.
  • Working knowledge of English.
