ORGANIZATIONAL CONTEXT

The IT Solutions Associate will work in the Programme - Cash Based Transfer (CBT) Unit in collaboration with other units of WFP with specific close cooperation with Country Office ICT. The position is based in Gaziantep, Turkey. The CBT IT Associate will directly report to the international Cash-Based Transfer consultant. Overall supervision is with the Head of Programme in close collaboration with the Head of Monitoring, Targeting and Assessment and Head of ICT Syria Country Office.

JOB PURPOSE

To support the introduction and further management of the Financial Service Provider and beneficiary management platforms for cash-based transfer operations in North-West Syria (NWS) and manage the WFP beneficiary database management system as well as support beneficiary data analyses.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support the cross-border operation in introducing relevant platforms for CBT and in-kind beneficiary data management and payment solutions.
  • Coordinate preparation of implementation plans for the rollout of SCOPE.
  • Assist in the installation, configuration and customization of ICT systems ensuring compliance with WFP’s ICT standards, guidelines, and procedures.
  • Ensure compliance with corporate and CO data standards for beneficiary data management.
  • Define SCOPE and any other platforms’ operations roles for WFP and partner staff and retailers and ensure that they have the correct access to the system.
  • Provide training and on-the-job coaching to SCOPE and any other platforms users including familiarizing them with new functionality so that they can use the system effectively.
  • Response to a variety of end user business and technical queries about platforms to enable efficient delivery of assistance and services.

KEY ACCOUNTABILITIES (Cont)

  • Perform testing, deployment of hardware and software, including identification of problems, to contribute to effective functioning of each available platform including SCOPE.
  • Collect and collate data, conduct analysis to support the development of accurate reports.
  • Promote interaction and communication between users in the Gaziantep Field Office, the Country Office and partners on the use of available platforms.
  • Assist in coordinating regular ICT sector capacity assessment (i.e. Beneficiary Information Assessment and Macro ICT Assessments) and risk identification to provide overview of ICT landscape and insight into how WFP and its partners can leverage digital technologies to innovate assistance and service delivery.
  • Conduct Micro IT Assessments in designated operational areas and prepare reports to inform decisions on implementation within available platforms.
  • Identify functionality gaps on operational requirements and suggest improvements to methods and processes to support the continuous improvement of platform services.
  • Manage the WFP secure beneficiary database management system, BeST. Assist in performing data analysis for the purpose of targeting and selection of beneficiaries

  • Maintain and keep a track of physical inventory of ICT equipment related to each available platform with partners and retailers.
  • Assist CO to keep up-to-date technical systems documentation for developed IT solutions in order to support systems maintenance
  • Perform any other duties as requested by the supervisor

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education plus post-secondary certification in Information Management, Information System, Computer Science or any other related fields.

Experience: At least 3 years (but preferred 5 years) of experience in application development and technical support on various ICT solutions

L****anguage: Fluent (level C) English and Turkish in both oral and written communication. Arabic Language is an added assest

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience with Data Analytics software such as Tableau and advanced Excel functions.
  • Experience in in building technical skills and staying abreast of industry developments.
  • Exposure to the IT operations and very good knowledge of technical issues
  • Has experience in building IT solutions and knowledge of python/C++and other development frameworks like Django, .NET etc.
  • Has proven experience translating data to meaningful information in the form of Dashboards, trend analysis etc
