The Position

Under the supervision of the Deputy Director Management (DED-M), the Coordinator position is located in UNFPA Headquarters and has the responsibility for UNFPA representation, policy, programme development, and training related to PSEAH issues.

In this function the incumbent is expected to work independently within an office structure reporting to the Deputy Executive Director (Management). The PSEAH Coordinator will be required to travel on a regular basis.

Job Purpose

Protection (including the prevention) from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) is a critical issue facing the UN System and aid partners and has increased in profile given the high level of commitment of the Secretary-General and the UNFPA Executive Director for UNFPA activities. Over the last years, UNFPA has implemented a comprehensive PSEAH strategy to strengthen prevention, response and assistance in sexual misconduct matters.

UNFPA’s approach to PSEAH involves many UNFPA business units and broad interaction with multiple external stakeholders. Given the plethora crosscutting and multidisciplinary nature of PSEAH issues, there is a continued need for a central PSEAH Coordinator, who will oversee the internal coordination of PSEAH activities within UNFPA across multiple stakeholders, as well as act as the external focal point for inter-agency coordination, addressing all elements of PSEAH including, but not limited to, media focal point, programming perspectives, training, and country office support.

As an organization, UNFPA has institutional experience in responding to Gender Based Violence (GBV) in crises. As focal office for the IASC Inter-Agency Standing Committee, UNFPA’s Humanitarian and Fragile context Branch (HFCB) and has been participating and representing at the Task Force on PSEAH.

UNFPA continues to be the lead on Sexual and Gender Based Violence (SGBV) area of responsibility (AoR) in humanitarian settings and positioned as the substantive technical authority on the subject for training/capacity building. The PSEAH statement by the inter-agency standing committee affirms the importance of humanitarian country teams and coordinators to ensure that the PSEAH has a clear presence within the humanitarian architecture.

Several UNFPA country offices/programmes have been requested to take leadership in inter-agency coordination on PSEAH at country level task forces/networks. UNFPA programmes on the ground, providing support to victims of SGBV, have the potential to provide services to SEA victims, such as shelter, medical care, and psycho-social support for SEA survivors in countries.

The Coordinator will be the in-house focal point for all PSEAH related issues and have the responsibility to ensure cohesion and roll out of the above elements identified in the protection of Sexual Exploitation and Abuse.

The Coordinator will serve as Victim Assistance Focal point and be responsible to provide support to individuals affected by sexual wrongdoing during and beyond an investigation.

Qualifications and Experience

Education:

Advanced degree in one or more of the following disciplines: Law, Education, Public Health, Sociology, Gender (including GBV), International Development, Public Administration, Business Management or another related field.

Knowledge and Experience:

  • At least 10 years of increasingly responsible professional experience in international development, gender, law, education, public administration or public health.
  • Strong track record of intellectual and technical leadership, and proven ability to produce demonstrable, scalable results;
  • Strong conceptual and analytical skills with the ability to manage multiple shifting and competing demands and articulate a holistic and interdisciplinary vision of PSEAH issues, and solutions to issues;
  • Strong verbal and written communications skills, especially for transfer of knowledge
  • Understanding of the international humanitarian response architecture, including coordination mechanisms, humanitarian reform and action;
  • Excellent verbal and written communication skills and an ability to conduct face- to-face and remote learning events
  • Field experience in a humanitarian setting an asset.

Other Desirable Skills:

Initiative, strong conceptual abilities, sound judgment and excellent influencing ability.

Languages:

  • Fluency in English is required; Working knowledge of another official UN language such as French, Spanish, Arabic, Chinese or Russian desirable.
