Background:

The NRC Lebanon Youth Programme supports Syrian refugee and vulnerable Lebanese and Palestinian youth (aged 15-30) through provision of a youth holistic package, including vocational training, on-the-job training, life skills and language training, and guidance on pathways for further learning while ensuring that Youth become and remain active and engaged members of their communities, while employing a Do-No-Harm lens in terms of programme assessment and implementation.

NRC will provide access to structured learning and social engagement opportunities for refugee and Lebanese Youth. Opportunities will vary according to the diverse educational needs of the youth population, taking into consideration sensitivities of engaging youth and linking where possible and appropriate to opportunities to enter the workforce, return to education, pursue further education and/or for personal, professional and social development.

Job Purpose

The Youth PM is responsible for supporting the implementation of the Youth programme at area office level and provide guidance to the day-to-day activities of the youth programme. Managing area staff to ensure proper delivery, high quality results and compliance to applicable laws, standards, practices, policies and procedures in coordination with the Area Manager (AM), Area Programme Manager (APM) and technically with the Youth Specialist at Country Office.

What you will do

  • Line management of project staff
  • Adhere to NRC policies, guidance and procedures
  • Contribute to the Youth strategy development, project proposals and provide input on needs and gaps
  • Develop, coordinate, and manage the Youth projects in line with proposals, strategies, and donor requirements; including management and monitoring of budget(s) according to the NRC Financial Handbook and donor requirements.
  • Provide technical direction and ensure high technical quality of projects.
  • Provide regular progress reports to management and concerned parties and contribute to preparation of donor reports as needed.
  • Promote and share ideas for improvement and necessary changes in the activities
  • Supervise the Youth team, ensure their capacity building and transfer key skills
  • Represent Youth in internal and external forums in the area as required and liaise with relevant local authorities and other key stakeholders as needed.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specifically you will;

  • Develop and follow up on detailed project work plans, procurement plans, spending plans, M&E plans and recruitment plans for Youth projects in the Area Office.
  • Work closely with other team members to set and monitor objectives and work plans to ensure activities are implemented in accordance with overall project objectives and as per financial and logistic procurement plan.
  • Manage the direct project costs of budget, including the preparation, monitoring and updating of financial work plans, ensuring resources are managed effectively. Report on a monthly basis on implementation progress and challenges and on budget expenditure.
  • Ensure consistency in data management from field reports to database and reporting
  • Provide quality regular reports on project implementation, status, identified issues and activities to be shared with donors and ensure regular monitoring of project implementation using developed tools
  • Understand context in the area of operation and provide project and area specific information to the Youth Specialist for proposal development and work with the Youth team to ensure that the Youth project responds to the context and identified needs
  • Manage the performance of relevant staff, set objectives, monitor work plans, and provide constructive feedback on a regular basis.
  • Overall responsible of the youth centres and workshop sites to ensure that services are delivered as per NRC standards.
  • Lead necessary assessments to identify gaps, assess areas of interventions with the support of the APM/AM and Youth specialist.
  • Ensure the monitoring and evaluation plan is undertaken in a timely and effective manner in coordination with the Youth country office team and M&E unit at Area Office level
  • Ensure the Youth database is updated with all beneficiaries’ information and validate consistency of data sets between the education database and NRC’s reporting system
  • Establish effective coordination internally between CCs, support department and also externally with other youth actors in the area. Member of Area Management Group at Area Office level
  • Support and participate with APM/AM to deal with access challenges from the context
  • Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action

Professional Competencies Required

  • Bachelor Degree in Education, Youth education, Vocational Education, Social studies or equivalent experience.
  • Minimum 3 years of relevant managerial job experience in a similar role, preferably within the humanitarian sector and with Proven experience in implementing youth Vocational/education programmes, coordinating activities, and liaising with external actors
  • Experience in directly managing budgets for at least 1 year.
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting refugees in Lebanon
  • Knowledge of the context (gaps and needs) for youth needs
  • Knowledge of curriculum development and adaptation
  • Experience managing Learning Centers and Outreach programmes
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Fluency in English and Arabic, both written and verbal

Additional Information:

Duty Station: Bekaa, Lebanon

Duration of contract: 12 months, full-time, in accordance with local labour laws.

Grade 8 in NRC's grading structure

Travel: 50% to various field locations

Reporting line: Area Manager/ Area Programme Manager
