How can you make a difference?

Under the general guidance of the Partnerships Manager, responsible for all aspects of donor reporting and contribution management, based on information gathered from programme sectors for the Syria Country Office (CO) and cross-border operations. The incumbent also assists in the overall reporting functions in the office, including timely preparation and dissemination of other reports, presentations by the Representative, and briefing documents for UNICEF Syria and the Representative.

The additional capacity is required given the added reporting and donor relations requirements following the L3 declaration for the earthquake response as well as dedicated engagement with emerging private and public sector partners.

Summary of key functions/accountabilities:

  1. Ensure timeliness and quality donor reporting, particularly on the earthquake response. This includes gathering of information, consolidation, editing, layout and branding of all required reports on contributions to Syria. In reviewing the reports ensure compliance with donor requirements, quality of data and systematic results-based reporting. Include donor report feedback form in all donor reports sent and review donor reports checklists.
  2. Provide dedicated donor engagement on the L3 earthquake response, particularly with emerging/new partners (such as the Gulf Member States and private sector – including National Committees and foundations). Support opportunity scanning and analysis for potential new partners.
  3. Roll out monitoring and reporting mechanisms, ensuring adequate training in donor reporting, troubleshooting and revision of mechanism as required.
  4. Collaborate with staff to compile, produce and disseminate high quality mandatory UNICEF report, including the Situation Report, Security Council Report, Annual Report, donor briefings, etc.
  5. In collaboration with relevant divisions of UNICEF (including PPD/PFP), provide oversight, technical support and guidance to the country office regarding contribution management and reporting issues. Improve systems and processes to monitor grants and performance against key indicators related to contribution management and donor reporting. Ensure compliance with UNICEF standards and guidelines on oversight of donor reports, including managing a quality assurance system of annual sampling and feedback.
  6. Supporting monitoring, quality and accurate records of all contributions (grants, funding proposals, contribution agreements, donor reports, etc.)
  7. Propose and /or undertake action on operational procedures to ensure there are effective work processes on contribution management and donor report submission in the CO as well as proper and efficient system of managing the records of CO donor reports / proposals.
  8. Identify capacity strengthening needs in the office for capacity building on reporting; accordingly, design, prepare and implement various trainings or on-site support to CO as deemed appropriate to ensure that the relevant staff have the most up-to-date information on reporting guidelines and requirements.
  9. Assist in the implementation of the Partnership and Resource Mobilization strategy by participating in the preparation of funding proposals, including consolidation of inputs from relevant sections, editing and layout.
  10. In collaboration with the Communications Section support implementation of the office visibility/recognition plan and related work plan to support the visibility of UNICEF's role in the crisis in Syria and to ensure donor visibility/communication materials requirements are met.
  11. Perform other duties as required to support the partnerships and resource mobilization functions of the office.

To qualify as an advocate for every child you will have…

  • Master's degree in Social Science, Public Relations, International Affairs or any other related field.
  • Five years of progressively responsible professional work experience at the national and international levels in one or a combination of the following fields of work: communication, programme management, monitoring and evaluation.
  • Professional experience in writing reports and developing fundraising materials (including proposals, concept notes, briefs and updates etc.) within the international humanitarian or development field is an asset.
  • Experience working in protracted and complex emergencies, particularly in L3 emergencies will be considered an asset.
  • Fluency in English is required. Knowledge of another UN language and the local working language (Arabic) of the duty station is an asset.
