Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

One of the key areas of work for UN Women country office for Jordan is supporting the Jordanian National Commission for Women (JNCW) and other government stakeholders in the implementation of the Jordanian National Action Plan on UNSCR 1325 (JONAP) for 2018-2021, which was endorsed by the prime minister and the cabinet in December 2017. The JONAP is based around four strategic goals, aiming to increase; (1) gender responsiveness and meaningful participation and leadership of women in the security sector and in peace operations, (2) participation of women in Prevention of Violent Extremism and in peacemaking, (3) gender-sensitive services to refugee and Jordanian women, and (4) recognition of the benefits of gender equality and the role of women in Peace and Security.

Reporting to the Programme Management Specialist, the Project Officer will assume the coordination and programme responsibility to support various tasks related to overseeing the implementation of the project in collaboration with the Implementing Partners and in close cooperation with Programme Unit as well as with the Operations team in the Jordan Country Office. S/he supports the delivery of UN Women programme/project by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. She/he works in close collaboration with the programme team at UN Women Jordan to deliver these results.

Duties and Responsibilities

Under the direct guidance and supervision of the Programme Management Specialist, the Project Officer will undertake the following tasks related to the implementation of the UN Women programme/project:

  • Project Implementation and Technical Support
  • Provide technical inputs to the design and formulation of project proposals and initiatives related to Women, Peace, and Security and Humanitarian issues;
  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Coordinate and facilitate the development, implementation, and monitoring of the project Work Plan, including budget and results framework;
  • Support and coordinate delivery of the day-to-day project activities to ensure prompt and adequate delivery of results;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
  • Support monitoring of budget implementation and programme activity expenditures and perform budget revisions when required, and provide inputs to financial reports;
  • Support to prepare the project packages and supporting documents for their appraisal;
  • Support and organize donor field visits, donor coordination meetings and high level technical meetings;
  • Results- Based Monitoring and Evaluation and Knowledge Building and Sharing
  • Provide technical inputs to the monitoring and reporting system as well as evaluation of the programme/ project;
  • Monitor the implementation progress on programme activity, results and indicators;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs and outcomes;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, presentations, and donor profiles;
  • Provide technical inputs to advocacy, knowledge building, and communication efforts, including background documents, briefs, and presentations related to WPS;
  • Provide substantive inputs to knowledge management strategies, activities, and products;
  • Coordinate and support the organization of advocacy activities and campaigns events, training, workshops, and knowledge products.
  • Financial, Administrative, and Coordination Activities
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners
  • Monitor effective use of resources and compliance with UN Women rules, policies, and procedures as well as donor/fund requirements;
  • Facilitate the preparation of audits and to the implementation of its recommendations.

Required Skills and Experience

Education and certification:

  • Bachelor’s degree in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 5 years of progressively responsible work at the national and/or international level in design, planning, implementation, monitoring, and evaluation of development projects related to women, peace, and security;
  • Excellent verbal and written communication skills, including the ability to prepare analytical documents, succinct summaries, and discussion points;
  • Proven experience coordinating and liaising with Civil Society, government agencies and/or donors, including organizing multi-stakeholder meetings, conferences and events;
  • Excellent knowledge of policies, trends, programs and instruments to promote gender equality in Jordan, and technical expertise in this area is a strong asset;
  • Experience in the use of PeopleSoft ATLAS is an asset;
  • Experience with the UN system or international organizations is an asset.

Language Requirements:

  • Fluency in English and Arabic is required
  • Knowledge of another UN official working language is an asset.
