You have:

  • Master's Degree in Social Sciences, Data Science, Statistics, Public Policy, Development, or related degree areas of work. In lieu of an advanced degree, a bachelor’s degree may be accepted in combination with 5 years of relevant experience.
  • At least 3 years of relevant professional experience related to the development of data information systems.
  • Experience in the statistical systems, data exchange and information sharing mechanisms/structures in Lao PDR; experience related to climate and disaster risk management areas is a strong asset.
  • Knowledge of national and local governance, climate change and disaster risk management, and the systems in place to respond to risk and vulnerability.
  • Experience of working with government partners including relevant line ministries and stakeholders including UN agencies.
  • Experience in facilitating inter-institutional working groups and coordination mechanisms with multiple members and associated stakeholders.
  • Experience in researching and preparing written analytical reports in an accurate, concise, and timely manner.
  • Experience in organization, facilitation, systematization, and presentation of results.
  • Analysis skills and quantitative and qualitative synthesis of information.
  • Skills for facilitating and managing training processes.
  • Excellent oral and written Lao and English skills.

UNICEF in Vientiane, Lao PDR is looking for a National Consultant for Children’s Climate & Disaster Risk Index (CCDRI). The duration of this assignment is 11.5 months, starting as soon as possible; the Consultant will be based at UNICEF Lao PDR Office.

Summary of key functions/accountabilities:

The national consultant will support the CCDRI implementation, from building stakeholder arrangements and conceptual design through to the consolidation of the first CCDRI data. The assignment will require travel to the district level of approximately 20 days over approximately one year. S/he will work under the general guidance and supervision of the Chief of WASH and engage and work closely with UNICEF’s Lao PDR Climate Task Force and relevant focal points to carry out the following specific tasks:

  • Develop a work plan and information brief (2-pager) in collaboration with the UNICEF team and the Lao Statistics Bureau, Ministry of Natural Resources and Environment (MoNRE), Ministry of Labor and Social Welfare (MoLSW), Ministry of Education and Sports (MoES), and other relevant partners.
  • Support the establishment of a multi-stakeholder Technical Working Group (TWG) to guide and facilitate the development of the CCDRI, while also supporting a lead (or co-leads) in engaging and facilitating inputs of other relevant line ministries, institutions, and partners.
  • Conduct a participatory diagnosis of national capacities to provide reliable, objective, timely and sustainable information to feed the CCDRI and interactive platform.
  • Conduct research and review existing tools, data sources of situation and risk information and work with respective government and other partners to identify existing risks and available indicators and datasets in the country for the construction of the national and subnational models.
  • Support the development of the theoretical framework of children’s climate and disaster risk for the country context, based on that of the global Children’s Climate Risk Index in consultation with TWG and relevant other stakeholders.
  • Support the development and first-time application of the conceptual design including an index of indicators and metadata; data sharing mechanisms, procedures and tools; collection quality review, collation and presentation of data to TWG and associated stakeholders.
  • Support sectoral analysis and develop high level briefs that provide prioritization and recommendations for mitigation, adaptation, preparedness, and investment areas of focus.

Assessment Criteria:

A. Technical Evaluation (85 maximum points) weight 85 %

The passing mark of the technical evaluation 60 points

  • Relevant Education/Degree (20 Points)
  • Experience in data science and/or statistics (20 points)
  • Experience in Disaster Risk Resilience (20 points)
  • Experience in stakeholder coordination and Government of Laos line ministries (20 points)
  • Fluency in both English and Lao Languages (5%)

B. Financial Proposal (15 maximum points) weight 15%

The Contract shall be awarded to the candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview, if required.
