How can you make a difference?

The Adolescent Development and Participation Section, UNICEF Thailand Country Office is seeking a national consultant to support the development of national guidelines, standards and protocols for the provision of digital health services (including online counseling) to address health system shortcomings such as lack of access to achieve health objectives, particularly among adolescents and young people in Thailand.

Work Assignments:

Under the supervision of the Chief of Adolescent Development and Participation (ADAP) and in close collaboration with government counterparts, the consultant will support the Department of Health in the development of national guidelines, standards, and protocols for the provision of digital health services for adolescents. Specifically, the consultant will:

• Conduct a desk review of good practices of international guidelines and protocols for the provision of digital health services for adolescents, including online health counselling, identifying elements of success that need to be taken into consideration by the government of Thailand in the development of national guidelines, standards and protocols.
• Conduct desk review of existing guidelines, standards, and protocols for the provision of health services to adolescents in Thailand (beyond online services).
• Participate and support preparation of agenda and facilitation of five meetings organised by the Department of Health throughout 2023 (tentatively in January, March, May, July and October 2023) to gather the inputs of key stakeholders involved in the provision of online health services for adolescents, including practitioners and experts, online counselling staff, partner organisations which provide consultation on adolescent health, e.g. 1663 Hotline, Path2Health Foundation, and relevant authorities such as the National Health Security Office.
• Based on feedback received in the five multi-stakeholder meetings, draft guidelines, standards and protocols for the provision of quality online health services for adolescents in Thailand. This needs to include issues related to patient consent, data protection and storage, providers’ licensing and credentials, and clear accountabilities of all actors involved.
• Draft list of competences needed by service providers for the provision of online health services to adolescents and suggest content of training to be completed by service providers to be able to implement the guidelines, standards, and protocols for the provision of digital health services.

The report will include, among other elements: 1) purpose and scope, confirmation of objectives of the work; 2) proposed methodology for conducting meetings with key stakeholders along with a description of data collection methods and data sources for desk review, 3) detailed work plan, and deliverables timeline; 4) annexes (i.e., list of desk review documents and data collection sources).

• Inception meeting is conducted with the UNICEF team as soon as the contract is signed.
• Progress reports provided to UNICEF monthly, as well as notes from the main multistakeholder meetings
• Monthly check-in calls with the UNICEF focal persons.
• Ad-hoc calls when necessary or requested.

Duration of Contract: 50 days between 1st January – 31st October 2023

Work Location: The consultancy can be performed remotely. Physical presence is required in multi-stakeholder meetings.

To qualify as an advocate for every child you will have…

• An Advanced University degree from a recognized university in public health, health systems administration, health management, or relevant discipline is required.
• A minimum of eight years of experience in health services development, public health policy, planning, and management.
• Solid understanding of adolescent health issues and health system strengthening, including through digital platforms
• Excellent communication and presentation skills, proven ability to write technical reports and guidelines, and provide technical advice and guidance to multiple stakeholders.
• Strong interpersonal skills with the ability to promote consensus, communicate progress and results, and proactively take corrective action while ensuring effective professional and ethical practices.
• Fluency in written and oral English is required.
• Experience working with UN agencies is required.
• Excellent command of Thai language and technical writing skills

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
