The Office of Internal Audit and Investigations (OIAI) reports to the Executive Director and is responsible for internal audit and investigation services to UNICEF. OIAI provides independent, objective assurance on the effectiveness of risk management and the effectiveness and adequacy of internal controls.

The investigation service of OIAI is responsible for conducting investigations into allegations of misconduct, such as gross mismanagement, fraud, corruption, retaliation against whistleblowers, workplace harassment, abuse of authority, violation or willful disregard of UNICEF regulations, rules and administrative instructions that involve UNICEF staff, and relevant non–staff personnel. The investigation service is also tasked with investigating all allegations of financial irregularities committed to the detriment of UNICEF. In addition, OIAI undertakes proactive investigations in high-risk areas that are susceptible to wrongdoings, fraud and corruption.

OIAI conducts investigations in accordance with the International Uniform Principles and Guidelines for Investigations adopted at the 10th Conference of International Investigators and the OIAI Investigations Manual.

How can you make a difference?

You will provide language assistance (as defined below) in the designated languages to the Investigations Section in all aspects of the work that falls within OIAI’s mandate. OIAI’s primary need is for Arabic and French language assistance, knowledge of the following additional designated languages will be considered an advantage: Spanish, Chinese, Pashtu and Portuguese.

Under the overall supervision and guidance of the Chief of Investigations, the Language Consultant will:

1. Provide professional, accurate and timely translation services from English into the designated language and vice versa such that the meaning and understanding of all facts, evidence and analysis presented in the documents translated reflect their true sense and meaning.

2. Provide professional and accurate interpretation service for interviews, meetings and discussions conducted from English to the designated language and vice versa.

3. Ensure that the translated text is technically, linguistically and grammatically correct, and meets high-quality standards.

4. Observe confidentially and refrain from divulging any information about the content of the text or interviews/discussions.

5. Return the originals/copies of the documents to UNICEF after completion of the services.

6. Translation shall be done within the agreed deadlines when work is identified and assigned.

7. Undertake any other language-related assistance to the Section as assigned by the OIAI Management team.

To qualify as an advocate for every child you will have…

• A university degree in modern foreign languages, linguistics, translation, interpretation or another related field. • Professional qualification in translation and interpretation is an advantage. • Five years of relevant experience as an interpreter/translator/language assistant working for an international organization is desirable.

Language Proficiency:

Mother tongue-speaker level proficiency in French, Arabic and English is a pre-requisite. Fluency in the following languages would be considered an advantage: Spanish, Chinese, Pashtu and Portuguese.

OIAI is also seeking to populate its Language Consultant roster. While placement in the roster does not guarantee a consultancy position, candidates placed in the roster may be offered placement through a desk review/direct selection process.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
