Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Multi-Country Office (MCO) based in Fiji covers 14 Pacific Island Countries and Territories (PICTs): Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of the Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. The Fiji MCO current focus countries for programming are Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu.

The UN Women Fiji Multi-country office has four main thematic areas:

  • Ending Violence against Women and Girls (EVAWG);
  • Women’s Economic Empowerment (WEE) which includes the Markets for Change project (M4C);
  • Gender and Protection in Humanitarian Action; and
  • Women’s Political Empowerment and Leadership.

The incidence of violence against women and girls in the Pacific Islands is amongst the highest rates in the world. For example, 64% of women in Samoa who have ever been in an intimate relationship have experienced physical and/or sexual violence by a husband or intimate partner over the course of their lifetime. Violence against women and girls is a central barrier to gender equality and a cause of widespread violation of human rights across the Pacific.

To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAWG programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to improve survivors’ access to quality response services.

To assist countries to strengthen, monitor, streamline and support services and a national response to gender-based violence, UN Women has supported Governments in the development of coordinated standard operating procedures and established minimum standards for quality delivery of services across agencies and sectors. A well-coordinated response across agencies responding to individual cases will: (1) improve the health, well-being, and safety of survivors of violence and their dependents, (2) strengthen the multi-sector service delivery system, including establishing approaches for service delivery in emergencies and (3) increase the confidence of women and children experiencing violence to seek support and services that they assess to be safe, of quality and responsive to their needs.

One critical piece of our work in supporting multi-sector services and referrals for survivors is establishing a GBV Administrative Data system. Across the Pacific, UNFPA and UN Women are leading on the design and implementation of multi sectoral GBV administrative data systems (MS GBV Admin Data System). Gender-based violence (GBV) Administrative Data is data collected by service providers, such as health, social services and crisis centers, while they provide care and support to survivors of violence. GBV Administrative Data is information reported/shared by survivors to a service provider, such as a counsellor, about their experiences of violence.

GBV Admin Data Systems require strong, coordinated national or sub-national systems of service delivery among service providers who provide frontline response services to survivors of violence. The presence of a multi-sector SOPs and functioning referral pathway(s) is/are key to building a GBV Admin Data System. The two components – SOPs and GBV Admin Data System - work hand-in-hand and involve the same actors involved in creating a safety net of services for survivors of violence. At the center of both components is a survivor-centered approach: safety, confidentiality, non-discrimination, and respect.

Duties and Responsibilities

Purpose of the consultancy

The purpose of this assignment is to provide substantive technical assistance to UN Women’s Ending Violence Against Women and Girls section on the implementation and roll-out of GBV Administrative Data systems in the Pacific, namely Fiji, Solomon Islands, Kiribati and Tonga, utilizing global best practice and guidelines that are adapted to the region.

Objectives of the assignment

The main objective of this consultancy is to develop tailored approaches and system designs for GBV Administrative Systems that facilitate national systems strengthening of country-specific multi-sector response protocols.

Scope of Work/Duties and Responsibilities

Under the direct supervision of the EVAW Service Delivery Technical Specialist based in Suva, Fiji and engagement of UN Women’s EVAWG staff in Fiji, Kiribati, Solomon Islands and Tonga, the Consultant will perform the following tasks:

  • Refine existing and develop new national systems plans/strategies for the roll-out of GBV Administrative Data systems in Fiji, Tonga, Kiribati and Solomon Islands.
  • Engage with UN Women’s staff across the aforementioned countries to better understand the development of their systems to date or entry points to develop their systems.
  • Facilitate technical assistance with UN Women to be able to engage with national counterparts and service providers on the design and development of systems.
  • Drafting and development of plans and strategy documents.
  • Develop tailored capacity-building and training materials on developing and setting up GBV Administrative Data systems for Fiji, Tonga, Kiribati and Solomon Islands.
  • Engage with UN Women’s staff to better understand the capacity-building and training needs of national counterparts and service providers.
  • Utilize existing global materials, such as the GBV Information Management System in humanitarian settings, and tailor them to the Pacific region and unique needs of data stakeholders.
  • Support UN Women personnel to train and build capacity utilizing these resources.
  • Develop and/or support the design of GBV Administrative Data system tools, protocols and databases for national systems in Fiji, Tonga, Kiribati and Solomon Islands.
  • Utilizing the GBV Information Management System and other global best practice and methodologies as a guide, build out the tools, documents, protocols and databases (either directly or as part of input into the design process) to meet each country’s needs and unique circumstances.
  • Provide technical assistance on the collection, analysis and use of data from GBV Administrative Data systems in order to inform service delivery and policy.
  • For countries that are in the data collection phase of systems development, ensure the highest standard of ethics and data protection protocols are put in place in the design of the data collection and sharing process.
  • Provide technical assistance on the collection, storage, analysis and sharing of data to be used for policy and action.
  • Draft knowledge products on the development of GBV Administrative Data systems in the Pacific region.
  • Harness the knowledge, experiences and reflections of data stakeholders in the region to document lessons learned and innovative approaches to rolling out GBV Administrative Data systems in the Pacific region.

Duration of the assignment

The duration of this assignment will be up to a combined 110 non-consecutive working days over a period of 12 months as per the schedule of deliverables below. All deliverables must be completed by 30 June 2022.

No international travel is expected.

All the deliverables should be agreed with UN Women and be provided in English and in an electronic copy.

Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission.

Note that all materials, including any video footage and images, will remain property of UN Women and cannot be used without UN Women’s permission.

Inputs

  • UN Women will provide the Consultant with relevant background materials and information.
  • No international travel is envisaged.
  • The Consultant is expected to have an agreed upon work plan/schedule with UN Women.
  • UN Women will cover the costs associated with implementing the deliverables, such as printing and translation.

Management Arrangements

  • The Consultant will work under the direct supervision of EVAW Service Delivery Technical Specialist based in Suva, Fiji.
  • The Consultant will work closely with UN Women’s EVAWG unit including focal points in Fiji, Solomon Islands, Kiribati and Tonga.

Travel

  • No travel is envisaged.

Performance evaluation

Contractor’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Financial Arrangement

  • Payment shall be disbursed by deliverable based on submission of the deliverable and a payment request/invoice.
  • Payment will be made within 30 (thirty) days after receipt and acceptance of the aforementioned documents but only after UN Women have certified that the services have been satisfactorily performed by the National Consultant.

Education

  • Master’s degree (or equivalent) preferably in International Development, Gender, Human Rights, Social Sciences, Public Health or related field is required.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • At least 5 years (Master’s Degree) or 7 years (first-level University Degree) of progressively responsible experience at the national or international level in the design, planning, implementation, and monitoring, evaluation and of gender-based violence programmes and multi-sector service delivery systems.
  • Minimum 3 years of proven work experience in the development and roll-out of GBV Administrative Data systems, including the GBV Information Management System in humanitarian settings.
  • Experience advancing/contributing to GBV multi-sector service delivery and referral systems strengthening in humanitarian and/or development settings.
  • Experience designing and rolling out GBV Administrative Data systems in hard-to-reach, rural, low tech settings with a range of service providers, including small, local service providers and government service providers.
  • Experience engaging national stakeholders, especially Ministries of Women, Health, Justice and Statistics/Data Offices in the design and implementation of GBV Administrative Data systems and their implementation is an asset.
  • Previous professional experience working with international organizations, including UN agencies or similar agencies, is required.

Evaluation

Initially, individual candidates will be short-listed based on the following minimum qualification criteria:

  • Master’s degree (or equivalent) preferably in International Development, Gender, Human Rights, Social Sciences, Public Health.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

The short-listed individual candidates will be further evaluated based on a cumulative analysis scheme, with a total score being obtained upon the combination of weighted technical and financial attributes. Cost under this method of analysis is rendered as an award criterion, which will be 30% out of a total score of 100 points.

Financial Evaluation Criteria: In this Second Stage, the financial proposal of candidates, who have attained minimum 70% score in the technical evaluation (at least 49 points), will be compared.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Annex A

Price Proposal Guideline and Template

The prospective Individual National Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive". All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2.Travel costs
