Purpose of Activity/Assignment:

International Consultant to conduct a ToT on forensic interview for children in conflict and/or in contact with the law and those involved in civil and administrative proceedings.

Scope of Work: Albania has made considerable progress towards a child-friendly and equitably accessible justice. The comprehensive Justice System Reform that began in 2014 under the leadership of the Parliament of Albania contained a list of 40 laws, and a series of measures to improve the provision of justice as a service. Part of these were the development and adoption of a modern Criminal Justice for Children Code (2017), of the first National Justice for Children Strategy (2018-2021), and of the Free Legal Aid Law (2019). In tandem with the Reform, Albania also adopted the Child Rights and Protection Law (2017), amended the Domestic Violence Law (2018) and other policy documents relating to the right of the child to obtain justice and remedies for violations of their rights. These documents developed with UNICEF technical assistance ensure Albania’s de jure compliance with the CRC and other international and regional standards regarding children involved in legal processes. In keeping with these international standards and the national normative framework, the Police Academy, with the support of a juvenile justice project supported by SIDA, developed and delivered in 2021 a Train of Trainers programme, with a view to prepare these trainers with knowledge and skills to train others on how to conduct forensic interview with children. Due to high mobility of Albanian professionals, the team is significantly reduced, therefore more efforts are needed to maximise the number of trainers and build the country’s capacities in delivering this training to more professionals, primarily police but also other professionals involved in legal processes affecting children. This intervention is part of an anti-trafficking programme implemented by UNICEF, with UK Government financial support, with a view to better protect and respond to the needs of children (and adult) victims of trafficking. The international expert will be responsible for providing training of trainers and mentor them through the first months of implementing the knowledge and skills acquired, regarding forensic interviews of children.

Deliverable 1 - Curriculum, modules and training package on forensic interview of children, adjusted for Albania’s justice professionals needs in the criminal, civil and administrative legal processes

Task 1.1: Based in previous ToT programmes conducted in other countries, review Albanian legislation of relevance to forensic interviews and the training programme prepared by the SIDA JJ project, conduct online consultations with various training institutions in Albania, and adjust the curriculum and training programme on forensic interviews and communication with children, for the needs of these training institutions

Delivery Time - May - June 2023

Deliverable 2 - Train the trainers on forensic interviews of children – training report, capturing the number and diversity of participants, changes in their capacities and skills due to the training programme, and additional needs for capacity strengthening

Task 2.1: Following establishment of the Trainers group by the training institutions, deliver the Train of Trainers on forensic interview of children.

Delivery Time - July 2023; Plan around 2 weeks in Tirana

Deliverable 3 - Report capturing support provided to Trainers in conducting the frontline professionals training

Task 3.1: Support the Trainers in delivering their training to the frontline professionals, who in turn will conduct the interviews. Intervene as necessary during the training sessions

Delivery Time - November 2023; Plan around 2 weeks in Tirana

Deliverable 4 - Consultancy report capturing the mentoring process, observations from selected interview processes and feedback provided to Trainers/interviewers with suggestions to UNICEF and training institutions on additional similar interventions the country and its professionals might need

Task 4.1: Mentor Trainers in their delivery of training, in questions they might have from conducting forensic interviews in practice and provide guidance and feedback on a few interview processes observed, for learning and capacity strengthening processes

To qualify as an advocate for every child you will have… - Master’s in Psychology, medicine/mental health, public order, pedagogy, or another related science. PhD is an advantage - Extensive expertise (10 or more years) in police work, psychology and/or working with children; - Familiarity with Albania and/or the subregion and awareness of the typical challenges related to justice system reform - Previous expertise in preparing and delivering training in forensic interviews of children - Strong analytical, writing, presentation, and communication skills - Excellent command of English

PAYMENT INSTRUCTION The consultants indicate all-inclusive (lump sum) fees for the services to be provided, including all associated administrative and travel costs. The office/division selects the individual with the lowest best and final offer, based on best value for money. Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
