UNICEF in the State of Palestine works to uphold the rights of children to access services and protection, from early childhood through to adolescence. Our objective is to ensure that every child in the Gaza Strip and the West Bank, including East Jerusalem, irrespective of background or circumstance, has an equal chance to fulfil their potential. The humanitarian situation in the Occupied Palestinian Territory (oPt) remains a protection protracted crisis characterized by more than 54 years of military occupation. In 2021, the humanitarian situation deteriorated and was marked by the serious escalation of hostilities between the warring parties. This has seen the high human toll of Palestinians killed and injured during the 11-day conflict in May 2021. The first-ever Palestinians Multisectoral Needs Assessment (MSNA) at the household level was conducted and followed by the Joint Intersectoral Analysis Framework (JIAF) which enabled a detailed intersectoral analysis of the magnitude and severity of the humanitarian needs among the affected population. In this context, the Child Protection Area of Responsibility (CP AoR) estimates that 678,000 children across the oPt are in need of child protection and MHPSS services.

How can you make a difference?

On behalf of UNICEF, the Country Lead Agency for the Child Protection Area of Responsibility, and in support of the Government, the purpose of this post is to facilitate the compilation of needs, responses and trends for the Child Protection Area of Responsibility (CP AoR) and support the analysis of the impact on children, their needs, as well as CP AoR response as part of the State of Palestine HNO and HRP for 2023.

As an advocate for children, you will have the following duties/tasks:

  1. Data Gathering, Tools and Process
  • Gathering of information from CP/MHPSS partners to quarterly map out all child protection and MHPSS interventions in the West Bank and Gaza.
  • Establish and maintain information databases to easily consolidate critical information for analysis and reporting.
  • Identify and maintain an updated secondary data and information sources as part of the HNO development.
  • Regularly update CP AoR/MHPSS WG West Bank mailings list.
  • Identify information gaps and bottlenecks of information collection, analysing them to develop and mitigate appropriate supportive strategies and providing a timely, added value service to all stakeholders.
  1. Needs Assessment
  • Design data collection tools to ensure that the purpose and use of all data collected is clear, questions are simple, highlight expected obstacles; organise and manage the data input, and present data for the area of responsibility/sector.
  • Lead on compiling assessment results from all partners and analyse the information coming out of these assessment in reader friendly tools.
  • Provide information management leadership in assessments, including joint ones such as protection, inter-cluster and/or multi-sectorial needs assessments.
  • Support the CP AoR National Coordinator in developing regular reports, updates and lead on producing information products such as reports, charts, and infographics by turning data into graphical products that convey messages and a storyline.
  1. Monitoring
  • Monitor the "Who does, What, Where, When" database, preparing derivative products (maps, dashboards, etc) as required, as well as mentoring and supporting CP AoR partners to use the systems.
  • Monitoring the OCHA trigger system for settlers’ violence and demolitions to ensure MHPSS responses are regularly reported. This includes liaising with partners and OCHA IMOs as required and providing monthly updates on progress.
  • Development of simple, user-friendly emergency sector monitoring reporting formats in consultation with the CP AoR National Coordinator, CP/MHPSS partners, Protection Cluster and other key stakeholders as required.
  • Manage data on the humanitarian requirements and contributions (financial, material, human as appropriate).
  1. Dissemination and Access to Information for Stakeholders
  • Manage inventory of relevant documents on the humanitarian situation, i.e., mission reports, assessments, evaluations, etc and update the Share Point CP AoR file on a regular basis.
  • Develop simple and effective methods for proper information sharing and effective communications with all stakeholders, translating documents from English to Arabic and Arabic to English when necessary.
  1. Information Management
  • Liaise with Protection IMO and other IM Focal Points in other AoR as required to share and gather information to prepare CP AoR/MHPSS response and decisions.
  • Coordinate with the Protection Cluster and OCHA to establish the systems and processes needed for effective information sharing with partners related to inter-cluster coordination.
  • Liaise with UNICEF Monitoring and Evaluation experts to gather and share information, especially for background data and sources of information in-country.
  • person in capacity building initiatives to enhance the competencies of clients and stakeholders.

To qualify as a Champion for every child you will have:

  • University degree, preferably at an advanced level in data management, Geography, Sociology or other relevant Social Science field relevant to information management.
  • A minimum of one year of progressively responsible professional experience in data analysis information management, management of database and geographic sciences is required.
  • Fluency in English and Arabic (verbal and written) required.
