How can you make a difference?

UNICEF Thailand Country Office is seeking a health consultant to support the country office in the implementation of its health programming and health emergency preparedness and response, including field planning, coordination, implementation, monitoring and evaluation. The work requires specific technical skills in the area of health as well as knowledge of Thai and the Thai administrative landscape. The position requires dedicated time and close coordination internally in UNICEF and externally with various actors in Thailand.

Work Assignments:

Under the general guidance of the Deputy Representative, the incumbent will be responsible for the planning, implementation, monitoring and evaluation of health-related interventions, including for emergencies.

- Build and sustain effective close working partnerships with health sector government counterparts and stakeholders at national and local levels through active sharing of information and knowledge to enhance programme implementation and build capacity of stakeholders to deliver concrete and sustainable results

- Provide technical support and assistance to UNICEF and partners, in the planning, development and implementation stages of the health programmes/projects/strategies, including development or amendment of projects and partnerships. Plan, implement and monitor assigned activities.

- Provide technical support and assistance to NGOs and partners, including organisation of and conducting training and orientation activities, for the purpose of capacity building at the local level, and expansion of coverage of services.

- Work closely with the UNICEF Supply and Logistics section to procure health supplies for health interventions according to the supply planning tool and agree on transport and logistics requirements and costs.

- Undertake field visits to conduct assessments, monitor and evaluate health programme implementation and supplies on the ground. Identify problems and proposes remedial action. Identify alternative courses of action, to accelerate/improve programme delivery.

- Monitor the trends and emerging evidence of health concerns and the response by Government and partners and analyse this information to advise on the health response.

- Support field level coordination and reporting of UNICEF health activities in affected areas particularly through local NGO partners.

- Participate in the preparation of all health programme reports for management, donors, budget reviews, programme analysis, annual reports, etc

Work Schedule: Full-time for a period of 11.5 months

End Product(s):

- Monthly progress report highlighting deliverables as per above point #6 Work Assignments

- Final report on actions and achievements.

Duration of Contract: 11.5 months

Official Travel: Official travel may be required upon necessity which can be under difficult and hazardous conditions.

Work Location:

- Based in Thailand working from home or at UNICEF office depending on the needs

- Contractor to use their laptop and other necessary infrastructure/equipment

To qualify as an advocate for every child you will have…

Health: Health Specialist in Emergencies

  • Advanced degree in public health, medicine, social sciences, international development, humanitarian response or a related field.
  • A minimum of 5 years of experience with UNICEF/ UN agencies/ NGOs/ government agencies, local authorities, communities and/or other relevant actors in the field of health.
  • Technical experience and knowledge in health in emergencies response, including monitoring and evaluation, supply management and partnership coordination.

General qualifications or specialized knowledge and experience

  • Knowledge of UNICEF’s core commitments to children in humanitarian action as well as the humanitarian cluster approach.
  • Experience working with humanitarian NGOs in Thailand.
  • Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure.
  • Good analytical, facilitation, communication and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy.
  • Fluency in English and in Thai (verbal and written).
  • Based in Thailand.
