How can you make a difference?

The Education Section, UNICEF Thailand Country Office (TCO) is seeking an individual contractor to provide coordinating support to the programme of strengthening the capacity of ECD teachers and caregivers at the 23 ECD Demonstration Centres as well as monitor their capacity development together with government partners, Department of Local Authorization (DLA) and the Bangkok Metropolitan Administration (BMA) to ensure the achievement of results in the agreed work plans; support the scale up process; support the work with the local authorities to stimulate more investment in ECD; support the building of ECD teacher networks and provide technical inputs to evidence-generation and documentation from the programme.

Work Assignment:

In support of the UNICEF Thailand ECD work plan, the individual contractor will undertake the following work assignments:

  1. To perform full support for the capacity building tasks required under the work plan with the Department of Local Authority, Ministry of Interior and Bangkok Metropolitan Administration, which will include:
    1. Coordinate with partners on the organization of capacity building initiatives for ECD caregivers on holistic child development and parenting programme, including production of workshop materials, and supporting logistics.
    2. Coordinate with government officials and local authorities on the various capacity building exercises for ECD teachers and caregivers at the ECD Centre level.
    3. Coordinate support for the development of documents/policy briefs, including the layout, editorial ensuring publications are published on timely manner.
    4. Coordinate advocacy and engagement with local authorities for greater investment in ECD capacity building by local authorities.
    5. Conduct monitoring and reporting on ECD teachers’ capacity development from the ECD field monitoring visits with partners and provide capacity building to ECD caregivers and partners in the field to ensure that the smooth scale up process and ability to perform sustainability of the capacity.
    6. Perform collection and processing of ECD related data and/or capacity building feedback, preparing background material, working papers and tables for briefing and review sessions as may be required.
    7. Take minutes of meeting of ECD partners or of ECD events and provide other administrative support as required.
    8. Coordinate with common service unit in processing required administrative support in relations to ECD capacity building and communications.
  2. Knowledge and data management, network development and communication, including the following:
    1. Coordinate partner coordination and capacity building to strengthen the ECD teachers and caregivers’ community of practice and peer learning.
    2. Coordinate with partners and strengthen the knowledge exchange and communication platforms used by ECD teachers and caregivers and their networks (on Facebook and Line app).
    3. Coordinate with partners the drafting of key ECD messages for social media, blogs, or related communication tools.
    4. Provide support to partners for the preparation of ECD messages for the “Early Moments Matter on Mobile”, based on the learning from the ECD parenting programme as required.
    5. Lead on documentation of ECD programme-related materials, communication tools, correspondence and other official documents.
  3. Support and assist in coordination of parenting programme, which includes
    1. Coordinate with partners to ensure the delivery of the activities according to the workplan.

Deliverable: Monthly progress report

Estimated Duration of Contract: 11 months during 15 January – 14 December 2021

Official Travel: The individual contractor will work at UNICEF, Bangkok and travel to some provinces in Thailand.

Qualifications or Specialized Knowledge/Experience Required:

  • Minimum undergraduate education with at least 5 years’ experience on capacity building on Education, ECD or related filed.
  • Experience of working/ providing ECD capacity building for ECD teachers and caregivers is preferred.
  • Strong experience in providing logistical support for capacity building, travel, events and meetings.
  • Strong English and fluent Thai communication skills.
  • Decision-Making: strong problem-solving abilities, takes initiative, drives for results, ability to prioritize work, communicates problems and proposes solutions, as appropriate, organized.
  • Execution: Sense of urgency and responsibility, meets deadlines, flexible work style, ability to multi-task, prioritize and work under pressure, detail oriented.
  • Computer proficiency in MS Word, Excel, Access, Outlook, Internet search skills, PowerPoint.
  • Ability to work independently and as part of a team.
  • Thai Nationality only.
