How can you make a difference?

The Programme Section, UNICEF Thailand Country Office (TCO) is seeking an individual contractor to provide technical support to Ministry of Public Health (MoPH) and partners for the development and implementation of evidence based C4D strategy/plan to support the introduction of COVID-19 vaccine in the country, including the preparedness and response plan for crisis communication.

Work Assignment:

Working under the direct supervision of the C4D officer, the C4D individual contractor will work in 3 key areas:

  1. COVID-19 Vaccine Communication – The individual contractor will provide support to the Vaccine Communication working group (consisting of various departments in Ministry of Public Health, Thai Health Promotion Foundation, WHO, Department of Public Relations, etc.) to develop evidence based Advocacy, Communication and Social Mobilisation /C4D strategy for COVID-19 vaccine introduction and its implementation. The Advocacy Communication and Social Mobilization (ACSM)/C4D strategy will complement the already ongoing work on COVID-19 Risk Communication and Community Engagement (RCCE) work to ensure seamless coordination of ongoing response to vaccine introduction in the country and to continue the promotion of preventive behaviours even after the vaccine has been introduced. Specific assignments includes:
  • Coordinate with Vaccine Communication working group to support the development of national planning based on global guidelines on COVID-19 vaccine with specific activities to reach the priority population for the first phase of vaccination (health workers, older adult population and people in long term care).
  • Coordinate with the relevant sections within UNICEF on issues related to COVID-19 vaccine, including communications, programme sections, and senior management.
  • Monitor and regularly update and the working team on key issues related to COVID vaccine communication.
  • Coordinate the collection and use of behavior and social data (surveys, studies, etc.) to inform communication and programme response, and develop recommendations for Thailand’s COVID vaccine communication plan.
  • Coordinate with WHO and partners and provide technical assistance to MOPH and partners on development and pre-testing and finalization of evidence-based communication content, messages and material as guided by evidence from social listening and based on global guidelines.
  • Adapt the global community engagement guidance to make it context specific for local context of the country.
  • Support in identifying key stakeholders and partners who can support the vaccine roll out (e.g.: public health, nursing associations, organizations working with older adults, faith based organizations, etc.) and in providing orientations to them.
  • Support monitoring (including community feedback, media and social media monitoring) and reporting of ongoing implementation of COVID vaccine introduction and broader C4D/Risk communication activities.
  • Support documentation of ACSM activities including best practices and lessons learnt.
  1. COVID-19 Risk Communication and Community Engagement and other C4D support – The individual contractor will support UNICEF’s COVID-19 programmatic activities including monitoring the situation closely as situation evolves, and provide updates to the Emergency Team. Specific assignments includes:
  • Oversee the project implementation by NGOs and partners on RCCE activities including monitoring and evaluation.
  • Revise/develop RCCE targets, data collection tools and monitoring indicators for RCCE as required.
  • Coordinate among all the sector partners and stakeholders for timely data collection and reporting of RCCE data.
  • Provide regular inputs into the reporting requirements for COVID-19 RCCE activities for UNICEF and donors.
  • Regularly attend and provide update to the UNICEF Emergency Team on COVID-19 RCCE.
  1. Develop and monitor the implementation of the communication strategy for the measles vaccination campaign
  • Work with Department of Disease Control to design the communication plan for the Measles vaccination campaign, to target children in the Southern border provinces and migrant children in late 2021. Specific assignments includes:
  • Support the development of communication plan for the measles vaccination campaign.
  • Identify key stakeholders and partners who can support the vaccination campaign (e.g.: NGOs working with migrants, faith based organizations, community groups, social media influencers, etc.) and engage them in support of vaccine demand generation and communication.
  • Work closely with the content consultant to provide guidance for messaging and technical accuracy, and ensure timely development of the content.
  • Lead the pre-testing and finalization of evidence-based communication content.
  • Monitor the communication aspects once the campaign is rolled out, and adjust the strategy if necessary.
  • Contribute to the reporting of the measles vaccination campaign.
  1. Support the Country Programme Document development process and plan as related to C4D
  • Participate in programme discussions around the Country Programme focus areas to ensuring that C4D contributes to the achievement of the programme results.
  • Provide support to the Theory of Change and programme planning that related to the role of C4D, and contribute to the development of the C4D strategy.

End Product:

  • Programme monitoring report of partners’ implementation related to RCCE and COVID vaccine communication.
  • Periodic monitoring reports and recommendations for Thailand’s COVID vaccine communication plan, based on behavior and social data.
  • Documentation of ACSM activities including best practices and lessons learnt.
  • Communication and community engagement plan for the measles vaccination campaign.
  • Partnership with key stakeholders/ partners for measles immunization campaign developed.
  • Appropriate communication materials for measles vaccination campaign pre-tested and finalized.
  • Contribute to the develop the C4D Strategy.
  • Final report on actions and achievement.

Estimated Duration of Contract: 11 months.

Official Travel: Official travel maybe required upon necessity.

Qualifications or Specialized Knowledge/Experience Required:

  • Thai Nationality.
  • Master’s degree in social development, communication for development, behavioral and social change, social marketing, public advocacy, or another related area.
  • A minimum of 5 years’ experience in C4D, risk communication and community engagement, preferably related to public health.
  • Experience in working with government agencies, and other development agencies.
  • Experience in developing communication plan, communication strategy.
  • Experience in conducting research, monitoring, evaluation of communication initiatives.
  • Excellent written and spoken Thai and English.
