How can you make a difference?

The Child Protection Section, UNICEF Thailand Country Office is seeking an individual consultant to conduct Landscape Analysis (LA) of Mobile Operators (MOs) and Internet Service Providers (ISPs) related to children in the digital environment in Thailand. The scope of the assignment will cover services and products provided by MOs and ISPs and under the regulating authority of the Ministry of Digital Economy and Society (MDES) and The National Broadcasting and Telecommunications Commission (NBTC). The assessment will be based on baseline expectations provided under the methodology. The scope will cover all dimensions listed in the methodology that is linked to children in the digital environment in the context of the General Comment No 25 of the Committee of the Rights of the Child.

Work Assignments:

The consultant will be required to comprehensively assess the MOs and ISPs based on the 14-dimensions related to children in the digital environment. Further, the consultant will be required to deliver the following four deliverables after completing the specific tasks listed under each of the deliverables below. The assignment will be conducted in English only.

Deliverable 1: An inception report (English) containing an assessment roadmap, the scope of the assessment, a list of MOs and ISPs to be included, and proposed methodology incorporating the 14 dimensions provided under the methodology section above. The inception reports will include;

• • Introduction presenting the object of the work, its purpose, scope and objectives;
  • Preliminary results of the documentary review summarized;
  • A detailed description of the process of the assessment, including data collection methodology that include literature review, key informants interview, and consultations (how interviews and consultations should be delivered/ Note that field data collection is not expected.)
  • Demonstration of the understanding of the proposed 14 dimensions framework that will be used in the assessment.
  • Design of how the 14 dimensions framework will be implemented.
  • Work Plan including a timeline; and
  • Appendices: List of the main documents reviewed; proposed interview data collection tools; initial list of key informants; initial list of targets consultations; the proposed template for the final report.

The Inception Report will be key in confirming a mutual understanding of what is to be conducted, including additional insights into executing the consultancy.

Deliverable 2: Preliminary PowerPoint presentation (English) on the mapping, findings, conclusions, and recommendations. The time and manner of delivery will be agreed upon between UNICEF and the consultant later.

Deliverable 3: Draft and final report (English) of maximum 45 pages with a 5-page executive summary included. The report will be revised until approved by UNICEF. The report must consist of landscape analysis and a business aggregator based on the template earlier agreed as part of the inception report.

Deliverable 4: Policy brief (English) and final PPT (English) should be submitted. The PPT (not more than 20 slides) will be a revised version based on the feedback provided by UNICEF and should be done following the UNICEF PPT standards format. The policy brief (not more than five pages) should include key areas identified and recommendations for the way forward. This should be based on UNICEF standard format. Templates will be shared with the consultant at a later stage.

The assignment is very specialized and focused. There will be three final products based on the standard UNICEF formats. Those products include;

1. An assessment report with max 45 pages
2. A PowerPoint Presentation with findings and recommendations with max 20 slides

3. A policy brief of max 5 pages

   Duration of Contract: 60 working days during January 2023 – April 2023

Official Travel:

Field visits are not expected for this assignment. If this becomes necessary at a later stage, UNICEF will cover the cost for such field visits and arrange for transportation where feasible. All travels must be according to the work plan and travel plan approved by the supervisor. The consultant will not be entitled to payment of overtime. All remuneration must be within the contract agreement.

Work Location:

The consultant is expected to perform all the tasks associated with this assignment remotely and is not expected to be in the UNICEF office. However, it would be good for the consultant to be based in Thailand

To qualify as an advocate for every child you will have…

• Mandatory requirements master's degree relevant to the human rights of related filed including law, social science, social work and political science
• Familiarity with human rights due diligence process is required
• Knowledge of the telecommunication ecosystem and child online protection-related issues will be an asset
• A minimum of 5 years of professional experience in the relevant field
• English report writing skills and a track record of producing high-quality reports are strongly preferred
• The ability to communicate in Thai and English are essential.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
