Purpose of Activity/Assignment

Within the framework of the current UNICEF ECARO work plan, the overall purpose of this assignment is to provide assistance in the functional areas of knowledge management and digital support especially in the areas of document management, capacity building and web-based design. UNICEF ECARO is seeking the assistance of a consultant to contribute to general and specific tasks related to the activities listed in the below section.

Scope of Work

The UNICEF Regional Office for Europe and Central Asia (ECARO) supports work in 22 countries , coordinating regional efforts and supporting the local efforts of Country Offices across the region. Our ambition is to get the entire region working together - as one - on behalf of its most vulnerable children.

The Regional Office consists of different sections who all work on specific child rights issues; such as education, health, child protection, social protection, migration, etc. (https://www.unicef.org/eca/what-we-do) All sections have their own Modern SharePoint sites for internal document management.

Work Assignment Overview

Tasks / Milestone******Deliverables / Outputs******Timeline / DeadlineKnowledge dissemination and digital tools• Develop and maintain new SharePoint pages/sites using creative design elements (some to be used as templates by other teams). This includes supporting country offices in the revamping of current sites (12 countries) and sections.

• Support the update of drupal pages by providing technical guidance and recommendations. This includes the TransMonEE drupe site as well as the ongoing digital State of Children Rights initiative of 2 COs in 2023.

• Prepare site users reports for the regional intranet sites (ECARO Communication site, ECARO Group site, ECAR Programme and Planning site, and CRM site)

• Provide relevant guidance in the use of SharePoint sites, libraries and other digital apps functions, configuration and design to country offices and regional sections in the form of ‘how-to’ s. 1-pager series.

• Contribute to the development graphic materials to disseminate knowledge products, this includes design of reports and presentations.

• Support the development of KM implementation plans per section / country. This includes support to 6 country offices and 6 programming regional sections.

60 working days – Due by December 2023Document Management• Support the establishment and cleaning of internal document libraries as part of the digitalization of the workplace.

• Organize the Regional Director’s Office digital document libraries in a strategic and structured manner in consultation with the Front Office team.

• Provide recommendations on where to save files, manage level or permissions and sharing.

40 working days – Due by August 2023Capacity building and knowledge sharing session• Support webinar / learning initiatives by facilitating sessions and creating internal repositories. Facilitate 6 webinars in 2023.

• Provide hands-on support to ECA countries and sectoral sections in the regional office on the use of digital tools to enhance collaboration and internal workflows.

10 working days – Due by August 2023*Note:**The timeline, number of days per deliverable and deadlines for each of the deliverables will be further discussed and revised as necessary once the consultant is on board.*

At the beginning of each month the Supervisor will agree with the Consultant on the specific deliverables to be delivered in that month.

Payments will be done on a monthly basis.

110 working days (between March and December 2023)

Consultant’s Work Place and Official Travel

The Consultant will be home-based.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all-inclusive lumpsum to undertake this TOR based on 110 working days.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Minimum Bachelor's degree in social sciences, or other related field;
  • At least 2 years of work experience in the areas and activities pertaining to this consultancy;
  • Demonstrated knowledge of web design and data visualization tools;
  • Graphic design experience is desirable;
  • Prior experience in the work environment of an international agency, NGOs, UN, or international institutions would be desirable;
  • Strong interest in Human Rights, especially Child Rights, Women’s Rights and the Rights of Children with Disabilities;
  • Strong analytical and critical thinking skills;
  • Excellent written and oral communication in English;
  • Demonstrated ability to meet deadlines;
  • Familiarity with UN and international NGOs programming.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
