The Level 3 Scale-up for Ukraine was activated effective 5 March 2022, for an initial period of six months. With the activation of the procedure, UNICEF has adopted a no-regrets approach in view of the complex situation and increasing humanitarian needs, to ensure that UNICEF continues to provide life-saving response for the children and women in Ukraine in line with the CCCs. The recent escalation in the armed conflict in Ukraine poses an immediate threat to the lives and wellbeing of the country’s 7.5 million children. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to-date, over one million forced to flee the country in search of safety – the majority are women and children.

In response, UNICEF has already mobilized organization-wide support. However, the deteriorating situation and complex operating environment requires strengthened capacity and sustained efforts to further expand our presence and work in those parts of the country that can be safely accessed, to strengthen our cluster and overall humanitarian leadership, and to continue scaling-up our humanitarian action, with priority focus on child protection, health, WASH, nutrition, learning, cash interventions and social protection efforts. UNICEF is also coordinating with refugee hosting countries to prepare and respond to the humanitarian needs emerging from population movements.

How can you make a difference?

Under direct guidance of the Emergency Coordinator (Refugee Response Coordination), Health Specialist will be accountable for effective technical leadership, management guidance and programme technical support to facilitate the application and adaptation of UNICEF policies and strategies to achieve programme goals and expansion of UNICEF assisted Health & Nutrition interventions, including the attainment of the Sustainable Development Goals.

KEY END-RESULTS

1. Timely and quality sectoral analysis, input, support and coordination contribute to the Situation Analysis, its periodic update, and all programme documents to formulate effective Health & Nutrition goals, strategy, and project planning and development.

2. Integrated Health & Nutrition strategies, methodologies and new approaches are developed and implemented based on results-based approach within Human Rights framework by broad participation and collaboration with internal and external partnership.

3. Technical support is provided to government and non-government organizations at all stages of the programme cooperation, including capacity building of government personnel and beneficiaries.

4. Monitoring and evaluation of programme performance is properly undertaken for adjustment, acceleration and improvement of program delivery. Gender/sex disaggregated data and inputs relevant to the Health and Nutrition programme provided.

5. Work plan and objectives are effectively established, performance is managed, and planned results are timely delivered through exercise of strong programme management leadership.

6. UNICEF and Government accountability is ensured for supply and non-supply assistance and disbursement of programme funds for the sector.

7. Effective partnership and collaboration are achieved and maintained for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking.

8. The most relevant and strategic iinformation is provided to support the Health & Nutrition Programme, specifically refugees support by the effective implementation of integrated programme monitoring system.

9. All required programme reports are timely prepared in compliance with the established guidelines and procedures.

10. Emergency preparedness is maintained, and emergency responses with

effective coordination are provided.

11. Other assigned duties and responsibilities are effectively accomplished.

To qualify as an advocate for every child you will have…

Education Advanced university degree in Public Health and Nutrition (preferably with specialized training in public health and nutrition planning, health and nutrition education, health care system management, immunization, or epidemiology), Child Development, or other relevant disciplines.

Work Experience Eight years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of health and nutrition programmes relevant to child survival, health & nutrition care. Professional work experience in a managerial position, or a technical expert position in health, nutrition, and child survival & health care. Background/familiarity with Emergency.

Language Proficiency Fluency in English and Slovak is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Basic annual salary is from 89.000 to 104.000 Euro, subject to the deductions for pension and medical insurance. Final estimation will be reflected in the offer letter of a successful candidate.

UNICEF appointments are subject to medical clearance. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (COVID). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
