The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability, and prosperity for people recovering from conflict, disasters, and the impact of climate change.

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.

Since 1 July 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition, and building the resilience of vulnerable populations. In its strategic plan, WFP identified four outcomes and five main activities:

• Strategic outcome 1: Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency. • Strategic outcome 2: Women, men, boys, and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets. • Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022 in line with government targets. • Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.

VA DETAILS

Position Title: Food Assistance for Assets and Agri-business Specialist (Smallholder Agriculture Market Support - SAMS) Contract Type: Service Contract Job Grade: SC-8 Unit/ Division: Cotabato sub-office, Programme Unit Duty Station: Cotabato City, Philippines (with regular field visits within BARRM) Contract Duration: 12 months

ORGANIZATIONAL CONTEXT

WFP continues to support the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the integration of food security, nutrition, and resilience into regional planning. WFP and the BARMM Government are currently jointly establishing and implementing programmes through a convergence approach, which began in mid-2020. This approach aims to strengthen coordination and collaboration across agencies and sectors to holistically implement their programmes.

Part of WFP’s contribution to the convergence model was to jumpstart the productivity of the smallholder female and male farmers and fisherfolk as they awaited their yields during harvest season. WFP provided conditional cash-based transfers (CBT) to participants for their work in preserving and utilizing arable lands starting in late 2020. WFP and the BARMM Government also jointly launched the region’s first-ever Food Security and Nutrition Roadmap, which was formulated and launched in 2020. This marked a new era for designing, implementing, and monitoring progress towards achieving a self-reliant, food-secure, and resilient BARMM.

Building on its systemic conflict analysis and Humanitarian-Development-Peace Nexus (HDPN) approach, WFP continues to support BARMM efforts in improving food security and agriculture- and marine-based livelihoods. WFP also continues to provide technical assistance to the Government to develop its policy framework and implement concrete and scalable initiatives that support food security and livelihoods of conflict-affected communities.

WFP Philippines have received grant assistance from the Japanese government to strengthen the capabilities of female and male smallholder farmers and fisherfolk in BARMM. The grant projects aimed at improving the livelihoods, food security, and nutrition of BARMM’s smallholder farmers and fisherfolk and strengthen their inclusion in the nutrition-sensitive agricultural value chain through improved market linkages, enhanced agricultural productivity, and nutrition-relevant Social and Behaviour Change Communication (SBCC).

Considering the above, WFP is establishing a roster of Agri-business Specialists. The selected candidate will be in charge of managing the Food Assistance for Asset portfolio while enhancing aggregation systems and managing market support for smallholder farmers and fisherfolk in BARMM.

KEY ACCOUNTABILITIES (not all-inclusive nor exhaustive)

Under the overall guidance of the Head of Programme and direct supervision of the Head Cotabato Field Office, the FFA and Agre-business Specialist will provide technical support, lead the development of the Country Office's Smallholder Agriculture Market Support strategy, and oversee its implementation. Specific duties will include:

  • Coordinate and support the implementation of Food Assistance for Assets (FFA) and livelihood projects while ensuring that the interventions are consistent with corporate guidelines and standard operational procedures in a conflict sensitive manner.
  • Conduct and review relevant nutrition-sensitive value chain studies as reference for conducting value chain analysis, including Post Harvest Loss Reduction of priority agriculture commodities in BARMM to be supported by the WFP.
  • Conduct gap analysis on market access, aggregation systems, and participation of female and male smallholder farmers and fisherfolks in nutrition-sensitive value chains in collaboration with the Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), Cooperative and Social Enterprise Authority (CSEA), Ministry of Trade, Investments and Tourism (MTIT), and Bangsamoro Planning and Development Authority (BPDA).
  • Responsible for the design of adequate approaches and strategies to enhance access to markets for FFA participants, smallholder farmers and fisherfolks, including facilitating access to local and regional markets, access to government supported feeding programmes.
  • Facilitate the organization of female and male farmers into associations/cooperatives, and provide necessary technical assistance to improve access to market in collaboration with MAFAR, CSEA, and LGUs.
  • Develop capacity building strategies and training modules for female and male smallholder farmers and fisherfolks on basic business management and related agri- and marine-based enterprise; facilitate workshops with an objective of improving their access to market.
  • Develop and sustain platforms and fora to link smallholder farmers and fisherfolks to traders and other private sector representatives.
  • Conduct and coordinate workshops to link the private sector and smallholder farmers and fisherfolk to enhance market access.
  • Support the Monitoring and Evaluation team to update the Country Office SAMS Monitoring and Evaluation tool aligned with WFP corporate reporting and accountability requirements.
  • Lead the development and provide guidance on the implementation of a comprehensive SAMS strategy that utilizes WFP Support for smallholder farmers and fisherfolks with clear market linkages through scaling up the use of corporate digital solution (Farm2Go) to support small holder farmers access to markets as well as Home-grown School Feeding.
  • Perform other duties and responsibilities as required.

ESSENTIAL MINIMUM QUALIFICATIONS

  • Education: Advanced University degree in Agriculture and/or fisheries, Agronomy, Climate Change Adaptation, Development of SMEs, Environmental Economics (or similar field) or First University Degree with additional years of related work experience and/or trainings/courses.
  • Experience: At least 5 years of relevant experience in development work, including previous management experience, preferably managing food security and livelihood projects.
  • Technical skills and knowledge: Training and/or experience in food systems, including value chains development and market systems. Utilizing computers including word processing, spreadsheet, and other software packages. Knowledge of school feeding in BARMM and recent developments in the field. Food security and multi-sector programme knowledge and experience are desirable. Knowledge of research methods and monitoring and evaluation standards.
  • Language: International Professional: Fluency in both oral and written English communications

REMUNERATION PACKAGE
